About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Head of Liquid Trade Waste (LTW) is responsible for effectively managing the functions of WAF's Liquid Trade Waste Unit functions and ensuring its strategic and administrative goals/outcomes are effectively implemented and reviewed as and when required.  This role reports to Chief Customer Officer through the Manager Regulatory and Technical Support.

Key Accountabilities
  • Effective and efficient management of the LTW Unit and manage staff involved with/in the provision of LTW management services to the businesses (commercial and industrial premises)
  • Enforcement of the LTW regulations and other related policies
  • Managing the permitting system for businesses and ensuring compliance to the LTW permit conditions
  • Conduct inspections of businesses to assess their LTW discharge and compliance with the LTW regulations
  • Effective liaison with industry stakeholders and businesses to ensure necessary requirements for the discharge of trade waste to the sewerage system
  • Review LTW treatment and management plans submitted by businesses
  • Provide technical advice and support to businesses on the management of liquid trade waste.
  • Monitor and review trade waste discharge data from facilities/businesses to ensure it meets the necessary standards and limits
  • Investigate complaints/information about illegal/non approved trade waste discharges/connections and take appropriate actions
  • Liaise with internal and external stakeholders, including other government agencies, to coordinate the management of LTW
  • Maintain accurate records and prepare reports on LTW activities and compliance
  • Develop enforcement and awareness plans of the LTW regulations and other LTW policies
  • Develop and review (as and when required) Standard Operating Procedures (SOP’s) to support WAF's LTW unit functions
  • Review inspection reports and provide insight/recommendations
  • Keep up to date with industry developments and changes/amendments in the LTW regulations
  • Establish strategic working relationships with partners/stakeholders to ensure environmental compliance and achieve WAF’s strategic objectives and overall outcomes
  • Prepare budget for the LTW unit, track utilization, and ensure that procurement and finance procedures are duly followed
  • Ensure procurement from vendors are correct and fully compliant with WAF policies and procedures
  • Ensure compliance with all OH&S and other relevant regulatory requirements as well as WAF policies/procedures
  • Timely submission of reports and data including but not limited weekly, monthly, quarterly and annual progress/status reports of the LTW Program
  • Provide data with analysis and interpretation to the management for decision making purposes
  • Process-improvement plans with recommendations submitted as when required for refinement of processes and efficiency
  • Effective managing, coaching, mentoring of LTW Unit staff delivered including training needs for staff in consultation with supervisors and the HR Department
  • Establish relevant performance assessment measures for staff, carry out timely performance assessments/appraisals in consultation with the supervisors and the HR Department
  • Ensure full compliance to WAF’s disciplinary guidelines and procedures and report any disciplinary and non- performance to the supervisors and the HR Department
  • Understand and execute all internal and external reporting requirements in regard to the outcomes of this role
  • Prepare business cases and submit for necessary approval timely manner as and when required
  • Ensure customer satisfaction and compliance of WAF’s Customer Service Charter
  • Any other related tasks assigned by the supervisors
Qualification and Experience Requirement
  • The applicant must possess a Degree in Environmental Science/Chemistry / Biology/ Environmental Science/ Engineering/ Chemistry or any other environment related fields with minimum of 5 years relevant work experience
Skills and Abilities
  • Organised with good corporate and governance practices
  • Having a minimum of five (5) years of relevant technical field experience performing responsibilities similar to those outlined above, inclusive of at least three (3) years in a supervisory role.
  • Good knowledge of the local state of the natural environment
  • Good understanding of the Water Authority of Fiji Act 2010, Environment Management Act 2005 and other relevant legislations
  • Demonstrated advisory skills and ability to assess implications of pollution incidents and recommend actions as and when situations arise
  • Strong analytical and problem-solving skills
  • Computer literate and ability to use basic Microsoft and other relevant software’s
  • Excellent communication and interpersonal skills, with the ability to work effectively with a diverse range of stakeholders.
  • High level of attention to detail and accuracy in record keeping
  • Ability to work independently and as part of a team
  • Strong organizational and time management skills
  • Understanding of basic financial skills (internal requisition orders and purchase orders, etc.)
  • A valid group 2 or 4 driver’s license with DDC & clean driving record.
