About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Laboratory Technician is responsible for delivering quality and timely laboratory and field chemical and microbiological sampling, testing and analysis as per WAF's Standard Operating Procedures. This position reports to the Technical Officer NWQL (Lab).

Key Accountabilities
  1. Quality and efficient chemical and microbiological testing and analysis services provided
    • Work schedules and plans for the effective sampling and analysis of water throughout WAF operations successfully implemented
    • Field survey conducted for water and wastewater and compilation of associated results are aligned to the Trade Waste and Environment Management Agency/ Environment Impact Assessment (EMA/ EIA) surveys requirements
      • surveys and results conducted in a timely manner
      • integrity of survey maintained at all times
      • Field survey and sanitary survey/ reports entered into different log sheets
        • survey results forwarded to the data section within stipulated deadlines
    • Perform testing and result of all 55-water treatment plant treated water and reticulation samples for compliance and alignment to required Fiji National Drinking Water Quality Standards.
    • Perform required field test for all water and wastewater samples on critical parameters to ascertain quality compliance and outline any quality breach
    • Perform testing and result reporting of all 11 wastewater treatment plants to outline the compliance levels in alignment with Environment Management act 2005
    • Perform testing and result reporting of trade waste and receiving water as per the APHA 21st – 22nd edition standard methods for the examination of water and waste water completed in a timely manner
    • Sampling and testing of 11 outfall stations to ascertain the quality compliance as per alignment with environment Management Act
    • Carry out the testing and sanitary survey of all service reservoirs owned by WAF
    • Carry out detailed survey and sampling of all raw water catchment as per NWQL sampling plan
    • Attend to external customer testing requirement and targets for all chemical and microbiological tests
    • Timely responses to quality complain to ensure quality breaches are closed within 8 hours timeframe
    • Analytical chemical reagents required for allocated field section and field work assignment appropriately prepared and standardized as per Standard Operating Procedure (SOP)
    • Field sampling/testing and other relevant laboratory data checked and verified into the Laboratory Information Management System (LIMS)
    • Reticulation diaries, wastewater field assessment forms, wastewater field reports, sanitary surveys, reservoir inspections to be filled in a timely manner
    • Timely, quality and relevant assistance provided to the Laboratory Team for the successful achievement of the following:
      • Physical, chemical and microbiological analysis on water, wastewater, trade waste as per the American Public Health Association (APHA) 21st – 22nd edition standard methods for the examination of water and waste water
      • Submission of analysis reports to the General Manager with appropriate remedial action taken where required
      • Quality Control analysis conducted as per SOP and results captured accurately
      • Calibrations of laboratory meters and apparatus used in the laboratory completed
      • Contribution towards WAF's effective participation in the Inter Laboratory Comparison Program analysis
        • Precise results for WAF achieved
        • determinants tested within less than 1 standard deviation (SD) from the central value ensured
        • standardisation of the reticulation chemicals
        • Testing of external quality control samples as per requirement of ISO 17025; 2017 requirements
        • Perform daily and weekly quality control tests for all required tests as per alignment with ISO 17025; 2017 requirements and APHA standards
        • Carry out required quality control tests in the field for every batch of sample collected for testing
    • Receiving, labelling and safely storing samples to be tested
    • Determining and performing tests needed for the analysis and report
    • Recording tests and analyses and then reporting the results
    • Discussing and answering any questions regarding the results
    • Organizing and storing samples in accordance with all safety and other requirements to ensure the safety of personnel and integrity of the sample
    • Cleaning and maintaining lab equipment, including recalibration of equipment
    • Maintaining equipment records and daily work logs
    • Full compliance with external and internal requirements/standards/regulations/legislation maintained at all times, including:
      • Personal Protective Equipment requirements
      • WAF's OHS requirements
    • Proper documentation maintained and managed
      • All records properly documented and filed appropriately for easy and efficient access
      • Reports to superiors submitted in a timely manner and filed appropriately
      • All records to be maintained as per requirement of ISO 17025; 2017; data submission and reporting
        • Ensure weekly submission of sampling testing and reporting of compliance data for all water, wastewater and environment samples for board reporting
        • Ensure close monitoring of fast-moving chemicals and items through proper records of usage to avoid downtime in reporting of results
        • Timely recipe of external customer samples, with proper records and details as per the requirements of sample receipt and sample flow process
  2. Timely, relevant and compliant reporting
    • All internal and external (if any) reporting requirements in regards to WAF's Laboratory operations fully understood and correctly executed
      • Robust and relevant mandatory as well as periodic reports (as and when required) prepared and submitted
      • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
      • Ad-hoc information request by superiors addressed in a timely manner

Qualification and Experience Requirement
  • Diploma in Biochemistry, Laboratory Technology, Industrial Laboratory
  • Desirable: Degree in Biochemistry, Laboratory Technology
  • Minimum of two years experiences in laboratory testing and sampling as per APHA 22nd edition: Standard Methods for the Examination of Water & Waste Water
Skills and Abilities
  • Knowledge of water & waste water treatment would be an added advantage
  • Excellent of MS Office computer applications
  • Excellent verbal & written communication skills
  • Strong analytical experience, abilities
  • Some knowledge of ISO17025:2005 International Standard and other standards relevant to this role
