About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Team Leader Operations is primarily responsible for the overall management of the maintenance and operation of all DMA operations in their designated region and is responsible for ensuring maximum production and optimum water quality as per established standards.

This position is responsible for overseeing water operations as well as identifying key areas for infrastructure and service delivery improvement including championing the reduction of Non-Revenue Water to manageable levels in line with organizational targets.

This position reports directly to the Senior Engineer Network with additional reporting to the Senior Engineer Treatment and the Manager Regional Operations West.

Key Accountabilities
  1. Effective management of the Regional Water Operations function delivered
    • Relevant Operational Plan (Plan) developed for the Regional Water Operations DMA Unit and successfully implemented across the designated region. The Plan effectively captures the following
      • Action plans and Standard Operating Procedures (SOP) to effectively support the successful implementation of the Operational Plan developed, implemented and refined when required
        • Appropriate preventative and reactive maintenance schedules for Regional Water Operations & DMA assets/equipment/machinery included in the Plan

        • Annual Procurement Plan to support Regional Water Operations DMA submitted to Finance in a timely manner (before National Budget)
        • All potential risks identified and associated mitigating strategies and action plans to address the risk developed
          • Periodic review of risks and mitigating strategies led and relevant revisions to risks and/or strategies to ensure relevance, applied
        • Demand and pressure management programs managed effectively and unaccounted for water reduction
    • continuous 24/7 supply of portable water to consumers ensured
    • Annual budget for the Regional Water Operations DMA Unit effectively developed in consultation with direct reports, superiors and the Finance Department
      • Annual budget effectively monitored upon implementation and achieved
      • Budget variances identified and appropriately addressed in consultation with relevant parties
    • Successful delivery of the following ensured via effective management of direct reports
      • Provision of continuous 24/7 supply of quality drinking water services in the Central region is ensured
      • Continuous improvements to effectively and efficiently deliver water supply services developed and implemented
      • Performance report and review of Regional Water Operations DMA Unit water supply systems and networks prepared and submitted to management in a timely manner on a monthly and quarterly basis
      • Implementation of strategic business plans and operational processes and procedures to enhance the efficiency of water delivery
        • Advice provided on the enhancement of operations practices and guidelines to provide improvements to service delivery
      • Region's water networks scrutinised / analysed with constraints identified and contributions to the timely resolution of technical issues identified
    • Effective and timely coordination with relevant internal & external parties to ensure the effective delivery of Regional Water Operations DMA Unit operations in accordance with internal & external parties requirements and expectations
    • Effective and timely support & technical advice to the Regional Water Operations DMA Unit staff in managing assigned outcomes achieving the targets provided
    • All data and important information relation to the Regional Water Operations DMA Unit Unit's operations captured and stored in proper manner with copies done to ensure efficient and effective accessibility and retrieval
    • Full compliance of all activities with relevant WAF policies and procedures as well as the relevant requirements of the following ensured
      • Ministry of Labour
      • Ministry of Health
      • Ministry of Environment
      • OHS requirements etc.
    • Tender: actively participated in the tender and evaluation process through effective Chairmanship and / or member of the Evaluation Committee
    • Representation of WAF at Official Engagement that include DAC meetings, Bose Ni Yasa, Commissioners briefings, Government Tour, etc. Providing feedback to queries and complaints raised during official engagements and preparing a list of action items for DMA team’s attention following through with resolution of action items and providing updates to the respective internal and external stakeholders
    • Undertake water system verifications, identify the gaps contributing to increased levels of Non-revenue Water (NRW) and put in place robust leakage detection practices to achieve a minimum of 5% NRW reduction per year and total of 15% NRW reduction in 3 years
    • Review the existing hydraulic constraints on the respective Water Supply Scheme and put in place improvement plans to reduce the existing intermittent supply areas to zero within 3 years’ time
    • Work progress for the O&M function effectively monitored and reported to superiors
      • Areas of staff performance and service delivery improvement identified and resolved appropriately
  2. Effective, efficient and fully compliant DMA operations
    • Develop, drive and deliver operational improvements to increase efficiency in reactive maintenance reducing duration time and money spent on unplanned repairs
    • Maintain a minimum of 80% complaint resolution, ensuring service standards within the Customer Charter maintained and customer satisfaction is ensured, high quality of repair works and reduce return jobs / rework
    • Operational Plan/Annual Work Plan effectively understood by all direct reports and staff and successfully implemented
    • Effective working relationship established with internal and external stakeholders for the purpose of achieving Operational Plan/Work Plan outcomes
    • Annual water production and quality targets achieved
    • Achievement of Annual Unaccounted for Water Targets in line with Annual Business Plan and Strategic Plan
    • Customer satisfaction delivered at all times
    • Ensure safety compliance of Regional DMA team to established internal OHS procedures and external OHS requirements. Development of a Zero Harm Culture, promoting and prioritizing work place and worksite safety at all times targeting Zero Harm and Incidents to the Staff and Public at the work place
    • Provision of continuous supply of safe and quality (WHO Standards) drinking water services through effective Regional Water Operations service delivery in each region ensured
    • Continuous improvements to effectively and efficiently deliver Regional DMA services encouraged across the Regional DMA function
    • Continuity of water supplied into and distributed from water treatment plants effectively supported in partnership with Bulk Engineers, Regional DMA supervisors and other relevant WAF operational staff
    • Timely and relevant support & technical advice provided to Regional DMA staff
      • Annual performance targets achieved
      • Innovative, high performing organisational culture developed/encouraged
  3. Well-informed WAF executives
    • Timely, relevant and compliant reporting to executives delivered
      • All internal and external (if any) reporting requirements in regards to WAF's DMA function fully understood and correctly executed
        • Robust and relevant periodic reports prepared and submitted as and when requested
        • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
        • Ad-hoc information request by superiors addressed in a timely manner
    • Timely and relevant advice/assistance provided to the management and executive management ensured
    • Effective contribution to the development of strategic business plans and WAF operational processes and procedures delivered
  4. Human capital management
    • Effective oversight and on-the-job training for relevant staff delivered
    • Regional DMA staff are highly motivated and productive
    • Training needs for staff effectively monitored in partnership with regional supervisors and appropriately addressed in consultation with the HR Department
    • Relevant performance measures established for staff, timely performance appraisals carried out and action items resolved (supporting strengths and weaknesses) in consultation with the HR Department and other relevant parties
      • Performance measures aligned to current Operational Plan and associated action plans
    • Disciplinary actions carried out in consultation with the HR Department and in full compliance with all relevant laws, legislations and internal requirements

Qualification and Experience Requirement
  • Diploma in Civil Engineering or Electrical Engineering and/or Mechanical with at least 8 Years’ experience in relevant experience in a Technical Capacity overseeing Water Network Operation and Maintenance
  • Degree in Civil or Electrical and/or Mechanical Engineering with at least 6 Years’ experience in the Water Industry in a Technical Capacity overseeing Water Network Operation and Maintenance
Skills and Abilities
  • Demonstrated experience as an engineer or manager in Water and Waste Water infrastructure Operations
  • Ability to lead and supervise operational activities within budget and to the satisfaction of stakeholders
  • Proficient in the use of Microsoft Office applications and reporting software
  • Experience in formulating and implementing operational policies and guidelines
  • Experience and familiarity with existing policies and guidelines
  • Ability to generate detailed operational and technical reports as and when required by Management
  • Demonstrated ability to lead people effectively in a changing environment
  • Excellent public speaking & presentation skills
  • Outstanding communication and report writing skills
  • Sound understanding of water supply system operations, bulk infrastructure and on water treatment operations
  • Experience with safely operating power tools and equipment with appropriate PPE
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices
  • Proven knowledge to effectively utilize information technology, including computerized control & monitoring systems (e.g. SCADA), geographical information systems, and engineering plans & drawings in making operational and maintenance decisions
  • Demonstrated understanding of Non-Revenue Water Concepts and the Virtuous Cycle and impact / contribution Reactive Maintenance and Operations plays in reducing Non-Revenue Water Levels
  • Knowledge and understanding specific to the water & wastewater reticulation systems will be an advantage
  • Possess a valid driving license
  • Ensure work delegated is completed in an effective and timely manner, accepts accountability
  • Identify the important issues and select an established procedure to address the problem
  • Identify conflicts early and resolve these through seeking to reach mutually beneficial outcome
