About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor Project Implementation Unit (PIU) is responsible for delivering effective leadership to the NRW Unit to successfully deliver data collection and analysis for current and future water networks, leakage management, and reduction in NRW practices. This position reports to the Team Leader NRW Central Eastern and oversees the implementation of the below-listed projects:

  1. Pressure Management
    • Objective: Maintain optimal water pressure in the network to reduce leaks and bursts.Key Activities: Installation of pressure-reducing valves, regular monitoring of critical pressure sites and pressure zones, and adjustment of valve settings.
  2. Air Valve Installation
    • Objective: Eliminate air pockets in the water network to enhance flow efficiency.Key Activities: Identification of critical points, program installation of air release valves, and routine maintenance checks.
  3. Boundary Valve Installation
    • Objective: Create isolated sections within the water network for easier maintenance and leak detection.Key Activities: Strategic placement of boundary valves, integration with existing network systems, and ongoing operational testing
  4. Service Line Upgrading Works
    • Objective: Upgrade and modernize service lines to improve water quality and reduce service interruptions.Key Activities: Replacement of old pipes, upgrading of connections, and ensuring compliance with current standards and regulations
Key Accountabilities
  1. Effective management of the NRW function
    • Effective leadership and management of staff involved with/in the provision of NRW services
      • Standard Operating Procedures for the NRW function developed, implemented, and periodically reviewed for relevance/strengthening
      • Production and other NRW SBU effectively assisted in devising suitable means of reducing NRW
      • Annual work plan developed in consultation with superiors and with due consideration to resourcing requirements
        • Implementation of annual work plan effectively monitored for successful completion
    • Effective leadership and management of the following ensures successful delivery
      • Collecting, updating, and verifying data and drawings for the water network system from the GIS unit to construct appropriate water models
      • Identifying and reviewing designs for existing water systems using simulation H2O map and EPANET mapping software to ensure an efficient and effective water network
      • Calibrating, analysing, and creating scenarios in water models to reflect a near-reality water system for improvement and design purpose
      • Identifying and providing capacity-building training in Hydraulic network modelling
      • Identification and management of risks in the NRW operations
      • Procurement and payments to suppliers and vendors are correct and fully compliant with WAF policies and procedures
    • Timely and well-supported recommendations on improvement in existing water systems to achieve the following provided to management
      • Minimised water loss
      • Sustainability and efficiency of WAF's water distribution system ensured
    • Timely and relevant assistance provided to relevant WAF Units concerning the use of hydraulic network models
    • Respective line managers proactively updated on the progress of water network models/projects
    • Timely and robust auditing of the GIS system coordinated after verification works on respective DMA
      • Effective consultation with the Supervisor District Metered Area (DMA) ensured concerning verification activities taking place on respective DMA
    • Customer satisfaction delivered
      • Effective complaints management and resolution system/processes established and successfully implemented
      • Service delivery continuously improved
    • All work processes comply with all OH&S and other relevant regulatory requirements as well as WAF policies/procedures
      • Culture of compliance established throughout the Unit
    • Strategic working relationships established, appropriately managed, and utilized with the following partners/stakeholders to achieve NRW outcomes
      • Relevant government agencies and departments
      • Local councils
      • Industry
      • General public/communities etc
    • Efficient and efficient review, refinement, and endorsement of the following ensured
      • Reports submitted by direct reports
      • Process-improvement recommendations submitted/discussed by staff/other WAF departments
  2. Timely, relevant, and compliant reporting
    • All internal and external reporting requirements regarding the outcomes of this role are fully understood and correctly executed
      • Robust and relevant periodic reports prepared and submitted. This includes weekly updates technical reports etc
      • Regional Manager Operation and Team Leader NRW provided useful information combined with analysis and interpretation, for decision making
      • Ad-hoc information/reporting requests by superiors addressed in a timely manner
  3. Human capital management
    • Effective oversight, coaching, and mentoring of NRW staff and in particular direct reports delivered
    • Training needs for staff effectively monitored in partnership with the other Supervisors and Technical Officers and appropriately addressed in consultation with the HR Department
    • Relevant performance measures established for staff, timely performance appraisals carried out and action items resolved (supporting both strengths and weaknesses) in consultation with the HR Department and other relevant parties
    • Disciplinary actions carried out in consultation with the HR Department and in full compliance with all relevant laws, legislations, and internal requirements
    • Ensure timely management of pressure management staff’s performances and efficient delivery of works
  4. Teamwork and cooperation
    • Cooperation within the team and greater function/department encouraged
    • Cooperation across functions/departments ensured
    • Collaboration and leadership to achieve relevant organizational targets and goals
    • Other related duties assigned by the Regional Manager Operation effectively and efficiently addressed

Qualification and Experience Requirement
  • Degree in Civil Engineering
  • At least five years of relevant experience
Skills and Abilities
  • Knowledge in Project management
  • Ability to build relationships with customers and colleagues
  • Strong attention to detail and ability to make correct judgments
  • Excellent written and oral communication skills
  • Advanced knowledge of Microsoft software
  • Ability to understand and recognize water asset legends in drawings
  • Good understanding and working knowledge of hydraulics and fluid mechanics
