About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor Rural is primarily responsible to the direct supervision on the provision of water and wastewater services in the rural areas. The Supervisor plays a critical role in delivering results that contribute to Water Authority of Fiji’s goals.  The Supervisor is responsible and accountable for the results of their business unit. The Supervisor achieves this by effectively delivering the results set out in their business plan, while not compromising the best outcome for the Water Authority of Fiji.  The position reports to the Regional Senior Engineer Construction, Urban & Rural Projects

Key Accountabilities
  1. Effective supervision of fully compliant Rural Water Systems and its operations
    • Timely and relevant assistance provided to the Regional Senior Engineers and Executive Managers  for the successful delivery of the following
      • Implementation of strategic business plans and operational processes and procedures to enhance the efficiency of water delivery
        • Advice provided on the enhancement of operations practices and guidelines to provide service delivery
      • Implementation and refinement of Standard Operating Procedures (SOPs)
      • Appropriate work schedules for staff (based on annual work plan objectives) and preventative maintenance schedules for EPS System and Rural Water Systems within designated region developed and successfully implemented
      • Annual budget for Rural unit effectively monitored upon implementation and achieved
      • Budget variances identified and appropriately addressed in consultation with relevant parties
      • Advice provided on the enhancement of operational practices and guidelines to provide high quality and efficient service delivery, for designated Rural Water Supply
      • Provide Monthly Work Output plans of rural survey to RSEC
      • Report & Contribute to CE monthly delivery reports
      • Assist Tracking & Monitor Rural Village scheme Project progress
      • Attend relevant regional & provincial  meetings Bose Ni Yasana, Tikina council meetings and provide report back to RSEC & MID
      • Provide relevant rural project briefs and status updates when required
    • Effective and efficient delivery of the following ensured
      • Resource planning and coordination of Rural team in designated region delivered to effectively and efficiently deliver quality and consistent water supply services
      • Continuous improvement and rural water safety awareness in rural water systems operations that resulted in improved rural water service delivery
      • Quality and timely reports and technical advice provided to management on the performance of rural water system operations, water supply systems and WAF business objectives that are relevant to the designated region
      • Hygiene and housekeeping standards effectively enforced and complied with by all staff
      • All Rural staff within the designated region fully compliant at all times with all relevant legislations, regulations, requirements, including the following
        • Fiji National Drinking Water Quality Standards
        • Rural Water Supply and Sanitation Policy
        • OHS Management System regulations and Personal Protective Equipment (PPE)    requirements etc
    • Effective relationship management in relation to meeting external stakeholders, including but not limited to Provincial Councils, Advisory Councilors, Village Headman, community leaders etc.
  2. Timely, relevant and compliant reporting delivered
    • All internal and external (if any) reporting requirements in relation to the outcomes of this role understood and correctly executed
      • Robust and relevant periodic reports/documents prepared and submitted as and when requested. This includes daily/ weekly/ monthly reports to management as requested
      • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
      • Ad-hoc information request by superiors addressed in a timely manner
  3. Human capital management
    • Effective oversight, coaching, mentoring of Rural staff within the designated region delivered
    • Training needs for staff effectively monitored in partnership with direct reports and appropriately addressed in consultation with the HR Department
    • Relevant performance measures established for staff, timely performance appraisals carried out and action items resolved (supporting both strengths and weaknesses) in consultation with the HR Department and other relevant parties
      • Disciplinary actions carried out in consultation with the HR Department and in full compliance with all relevant laws, legislations and internal requirements
    • Opportunities that encourage active employee participation provided to staff and team goals and targets achieved
    • Motivational support provided through development and staff recognised and rewarded for their achievements in line with business goals
    • Low staff morale identified and creative ways to make work rewarding implemented
    • Effective contribution to the HR Recruitment function for relevant WAF positions ensured. This shall include but not be limited to being a member of relevant recruitment interview panels
  4. Teamwork and cooperation
    • Cooperation within the team and greater function / department encouraged
    • Cooperation across functions / departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Regional Senior Engineer Construction & executive management effectively and efficiently addressed
Qualification and Experience Requirement

Diploma in Civil Engineering or relevant with 7 of relevant work experience (water & wastewater) and/or Degree in Civil Engineering or relevant with 5 of relevant work experience (water & wastewater)

  • Knowledge of Microsoft Package
  • Project Management & Organizational Skills
  • Proactive and results focused, and be able to effectively work under pressure
  • Excellent communication and interpersonal skills
  • Knowledge of water treatment plants/pumps and associated maintenance programs Proven ability to work effectively within a Team
