About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Team Leader Wastewater Management is responsible for providing leadership to the relevant Wastewater team in the collection, treatment and safe discharge of treated effluent and disposal of solid waste as per internationally recognised standards and practice. The Team Leader will coordinate with various departments, manage resources effectively, and implement strategies to improve wastewater treatment processes and operational efficiency. This role reports to the Senior Engineer Network and Senior Engineer Treatment, and indirectly to the Manager Regional Operations in the respective region

Key Accountabilities
  • Effective management of the designated region's Wastewater function
    • Timely and relevant contribution to the following ensured
      • Annual regional waste water budget in collaboration with Senior Engineer Network, Senior Engineer Treatment and the Manager Regional Operations
      • Formulation, development and implementation of wastewater strategic business plans to ensure WAF provides sustainable and efficient service delivery
      • Risk identification, mitigation/management for the region's wastewater function
    • Effective ongoing monitoring of actual financial performance against the annual budget delivered and reported to sectional heads
    • Annual PPM programmes for the entire wastewater infrastructure effectively planned in consultation with relevant parties
      • Timely estimation of sewer upgrading works and new developments ensured
    • Effective management of the wastewater team in the designated region delivered
      • Consistent, efficient and quality wastewater services delivered at all times
      • Wastewater operation, maintenance work, workforce, tools & machinery effectively planned and successfully implemented by staff
      • Prioritisation of daily tasks according to financial risk or gain for WAF duly considered during planning processes
      • All wastewater work carried out in accordance with the wastewater Standard Operating Procedures [SOPs], legislative and regulatory requirements as well as international standards
      • Wastewater facilities, work procedures and work personnel are OHS compliant
      • Sewer programs on new collections, sewer inspection, sewer verification, water eradication and planned preventative maintenance developed and successfully implemented
      • Noticeable and measurable positive change in the work culture across the division, particularly with respect to service delivery, achieved
      • All wastewater defect[s] in any new subdivision or project is rectified within the Defect Liability Period [DLP] before the issuing of End of Maintenance Certificate [EOM]
    • Wastewater related projects delivered by the Project Management Unit effectively assisted
      • Project Implementation: oversight of all WWRM Project is ensured
        • Tender process is completed and effectively managed
        • Thorough and effective preparation of business cases and problem statement to the Project Appraisal Committee completed and submitted in a timely manner
      • reviewed/assessed/inspected and fully compliant with WAF standards prior to handover [Beginning of Maintenance - BOM] to the Wastewater division
      • Appropriate hand-over processed delivered as per WAF hand-over procedures
    • Clean Development Mechanism (CDM) operations effectively managed and carbon credit target met
    • Infrastructure Planning: Oversee planning and execution of major equipment upgrades, replacements, or expansions to meet future operational needs
    • Maintenance Management: Implement and review strategic maintenance plans that ensure equipment reliability and longevity while balancing cost and operational impact
  • Resource Management
    • Budget Oversight
      • Budget Planning: Develop and manage the operational budget for the wastewater facility, including forecasting, expense tracking, and financial reporting
      • Cost Management: Identify and implement cost-saving measures while maintaining or improving operational efficiency and effectiveness
    • Resource Allocation
      • Strategic Allocation: Plan and oversee the allocation of resources, including personnel, equipment, and materials, to ensure optimal facility performance
      • Inventory Control: Implement strategic inventory management practices to ensure the availability of critical supplies while minimizing excess stock and associated costs
  • Emergency Preparedness and Response
    • Emergency Planning
      • Response Strategies: Develop and refine emergency response plans for various scenarios, ensuring that they are comprehensive and regularly updated
      • Training and Drills: Oversee the organization of emergency response drills and ensure all team members are trained in emergency procedures and protocols
    • Incident Management
      • Crisis Management: Lead the response to major incidents or emergencies, coordinating with internal teams and external agencies as needed to manage and resolve issues effectively
      • Post-Incident Review: Conduct thorough reviews of incidents and emergencies to identify lessons learned and implement improvements to response strategies
    • Process faults efficiently rectified
      • Timely and correct laboratory tests delivered
      • Appropriate wastewater treatment processes recommended via relevant reports to the Senior Engineer Treatment and Manager Regional Operations
      • Perform research and proposals on Innovative wastewater technologies & new methodologies that are applicable to WAF operations researched, reviewed and relevant recommendations/proposals to executive management delivered
  • Timely, relevant and compliant reporting
    • All internal and external (if any) reporting requirements in regards to WAF's Sewer Collection function fully understood and correctly executed
      • Robust and relevant periodic reports prepared and submitted as and when requested
      • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
    • Ad-hoc information request by superiors addressed in a timely manner
  • Human capital management
    • Effective oversight and on-the-job training for staff delivered
    • Direct reports and staff motivated and productive
    • Training needs for staff effectively monitored in partnership with the Supervisors and appropriately addressed in consultation with the HR Department
    • Relevant performance measures established for staff, timely performance appraisals carried out and action items resolved (supporting strengths and weaknesses) in consultation with the HR Department and other relevant parties
    • Effective contribution to the HR Recruitment function for relevant WAF positions ensured. This shall include but not be limited to being a member of relevant recruitment interview panels
    • Disciplinary actions carried out in consultation with the HR Department and in full compliance with all relevant laws, legislations and internal requirements

Qualification and Experience Requirement
  • Degree in Civil, Mechanical or Electrical Engineering or a related field
  • Certificate in Water & Wastewater Engineering
Skills and Abilities
  • At least 5 years of experience in Wastewater Operation in a leadership/supervisory role
  • Thorough understanding of WAF's wastewater function and SOPs
  • In-depth knowledge of wastewater treatment processes, network and pump station operations, wastewater equipment, and regulatory requirements
  • Strong human capital management experience. Demonstrated ability to manage people effectively in a change environment
  • Demonstrated ability to develop cost-effective solutions that are commercially focused
  • Experience in formulating and implementing operational policies and guidelines
  • Strategic planning, complex problem resolution and general management experience. Demonstrated analytical and problem-solving skills with an ability to think strategically and holistically
  • High levels of verbal and written communication skills, with a good appreciation of the requirements of timely reporting associated with delivering wastewater services
  • Proven ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available
  • Ability to work in high risks environment effectively with required proper precaution and procedures
  • Availability for on-call support and emergency response outside regular working hours may be required
  • Experience with safely operating power tools and equipment with appropriate PPE
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices
  • Must have a valid driver’s license
