About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor DMA reports to the Team Leader Operations and is responsible for managing the Water Authority of Fijis (WAF) operations, maintenance & treatment activities to ensure successful delivery of water and wastewater services within their area of responsibility consistently.

This position is responsible for overseeing water operations as well as identifying key areas for infrastructure and service delivery improvement including championing the reduction of Non-Revenue Water to manageable levels in line with organizational targets

Key Accountabilities
  • Provide effective management and supervision for Operations and Maintenance functions of the respective assigned area / zone / district
  • Appropriate and timely assistance provided to the Team Leader and Senior Engineer for:
    • Daily system performance report provided
    • Develop and prepare annual capital projects in line with operational requirements, asset replacement, non-revenue water reduction
    • Identifying key areas of infrastructure improvements based on operational challenges
    • Formulation, development and implementation of operational and maintenance plans for the Operations and Maintenance function
  • Standard Operating Procedures (SOP) for all the major repair and maintenance works involving major water shutdown developed, reviewed and revised where required
  • Effective planning, prioritization and successful organizing of the following ensured:
    • Planning and scheduling of customer complaints with reference to GENTRACK generated service orders
    • Providing timely feedback to customer service on the progress and schedule of customer complaints
    • Updating of GENTRACK Service Order and closing complaints upon completion in line with field team reports
    • Service orders effectively prioritized and managed with reference to the GENTRACK report
  • Draft and develop Planned Preventative Maintenance (PPM) program to address the following:
    • Dam and Access Road Maintenance including Treatment Plant compound cleaning
    • Intake Screen Cleaning Schedule
    • System flushing program at critical points & end of mains
    • Prepare monthly Bulk and Transmission flow reading model
    • Reservoir desilting and cleaning program, etc
  • Timely completion of work orders delivered with minimal effect on operations
    • Planned Preventive Maintenance (PPM) works under the guidance of and in consultation with Team Leader Operations & Engineer Operations
    • Ensure required fittings are stocked together with equipment and materials required for repair and maintenance
    • Manage and assign tasks to teams with monthly reporting on progress of assigned tasks against targets, monitoring of performance and achievements made
  • In consultation and coordination with the Supervisor Water Treatment, ensure that the distribution systems are regularly monitored to ensure quality drinking water is supplied in line with the NWQL guidelines
  • In consultation and coordination with the Supervisor Wastewater Management, ensure that all wastewater operations within the area of operations are fully compliant with environmental requirements, all pump stations are regularly monitored with repairs and maintenance works effectively carried out in compliance with the set resolution guidelines
  • Quality and timely supervision of direct reports ensured
    • Sound and timely technical advice provided to the Team Leader Operations, Engineer Operations & Senior Engineers on operational matters for the respective assigned area / zone / district
    • Supervise, leads and manages the team for all relevant maintenance and repair works ensuring full compliance with WAF Standards and OHS Practices at all times
  • Undertake water system verifications, identify the gaps contributing to increased levels of Non-revenue Water (NRW) and put in place robust leakage detection practices to achieve a minimum of 5% NRW reduction per year and total of 15% NRW reduction in 3 years
  • Review the existing hydraulic constraints on the respective Water Supply Scheme and put in place improvement plans to reduce the existing intermittent supply areas to zero within 3 years’ time
  • Work progress for the O&M function effectively monitored and reported to superiors
    • Areas of staff performance and service delivery improvement identified and resolved appropriately
  • Full compliance with SOP, legislative, regulatory and international standards delivered by staff
  • Champion a culture of Safety with a focus on OHS compliance in line with WAF OHSMS requirements ensuring that evidence is documented and filed securely
  • Embody and display the WAF Values and foster a work culture underpinned by the WAF Values
Qualification and Experience Requirement
  • Diploma in Engineering (Civil or Mechanical or Electrical)
  • Certificate in Plumbing & Sheet metal (IV / III) or Mechanical / Electrical and/or Welding & Fabrication and/or Water & Waste Water Engineering
  • Trade Test Certificate (Class II) or (Class III) in Pipe Fitter / Plumber (General)
  • At least 5 Years relevant experience in managing water & wastewater assets, operations and maintenance with Diploma and higher
  • At least 7 Years relevant experience in managing water & wastewater assets, operations and maintenance with Certificate level or Trade Test Certificate
Skills and Abilities
  • Outstanding communication and report writing skills
  • Proficient with MS office software applications
  • Sound understanding of water supply system operations, bulk infrastructure and on water treatment operations
  • Experience with safely operating power tools and equipment with appropriate PPE
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices
  • Proven knowledge to effectively utilize information technology, including computerized control & monitoring systems (e.g. SCADA), geographical information systems, and engineering plans & drawings in making operational and maintenance decisions
  • Demonstrated understanding of Non-Revenue Water Concepts and the Virtuous Cycle and impact / contribution Reactive Maintenance and Operations plays in reducing Non-Revenue Water Levels
  • Knowledge and understanding specific to the water & wastewater reticulation systems will be an advantage
  • Possess a valid driving license
  • Ensure work delegated is completed in an effective and timely manner, accepts accountability
  • Identify the important issues and select an established procedure to address the problem
  • Identify conflicts early and resolve these through seeking to reach mutually beneficial outcome
