About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The GIS Officer position will work closely with the GIS Supervisor and Team Leader in the development, training and support of GIS within WAF. The incumbent will work closely with other SBUs with regards to the identification of assets to be captured and updated within the GIS database. This position reports to the Supervisor GIS

Key Accountabilities
  1. Effective and efficient GIS services provided
    • Timely, effective and quality delivery of the following ensured
      • Updating of GIS data base via Munsy’s application
      • Conduct training on Enlighten on a regular basis within each respective regions
      • Conducting training on the use of GPS to departments and SBU’s that needs training
      • Providing training on using the GIS Web Application software to internal users
      • Providing timely reports to TL GIS on updates from each respective region of responsibility
      • Capturing the location of WAF 'assets' such as PIPES, WATER NODES, TREATMENT PLANT, RESERVOIRS, PUMP STATIONS and so on using GPS tools in the field
      • Desk-based data capturing (digitizing) to convert paper maps to GIS datasets, for example, to record the location of water pipelines from original maps
      • Creating and maintaining the structures necessary for GIS data storage
      • Developing the tools for loading/transferring GIS data between different systems
      • Manipulation, analysis and presentation of geographical information by creating programs to convert GIS information from one format to another
      • Developing internet applications to present GIS data and tools on corporate websites
      • Updating attributes
      • Ground proving of assets (WAF) of its locality
      • Identifying map information needs and access map information sources
      • Maintaining and calibrating GIS hand held device to ensure accuracy of data are captured
      • Where necessary assisting the project staff in capturing of WAF assets
      • Close consultations with other SBUs with regards to the GIS support
    • Full compliance with set policies and procedures of WAF, relevant Government ministries and the requirements of legislations/regulations during the execution of outcomes
    • Relevant documents/records appropriately completed, accessible and maintained in a safe place and in appropriate order
  2. Timely, relevant and compliant reporting delivered
    • All internal and external (if any) reporting requirements in relation to the outcomes of this role understood and correctly executed
      • Robust and relevant daily and periodic reports/documents prepared and submitted
      • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
      • Ad-hoc information request by superiors addressed in a timely manner
  3. Teamwork and cooperation
    • Cooperation within the team and greater function / department ensured
    • Cooperation across functions / departments achieved
    • Worked collaboratively to achieve the set targets and goals
    • Any other duty assigned by Supervisor and Team Leader GIS completed in a timely manner
  4. Organisational Values promoted and demonstrated at all times
    • Support towards the alignment of deliverables to organisational values and strategic directions ensured
    • Organisational values and good corporate and governance practices are complied with in delivering outcomes ensured
Qualification and Experience Requirement
  • Degree in GIS /Information Technology/ Computing
  • At least 2 years’ experience
Skills and Abilities
  • Proficient with computer applications such as MapInfo, AutoCAD and other GIS related software/applications and equipment
  • Proficient with SQL
  • Proven ability to work effectively within a Team and to complete projects/outcomes within stipulated deadlines
