About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Graduate Engineer – Infrastructure Delivery is responsible for supporting the Regional Infrastructure Delivery team in the efficient planning and execution of WAF’s capital and operational projects.

The role ensures that all works are delivered within the approved budget, defined scope, specified quality standards, and agreed timelines. Responsibilities include conducting sound engineering analysis, overseeing implementation activities, and developing essential documentation for the initiation, execution, and monitoring of projects. This position reports directly to the Regional Senior Engineer – Construction, Infrastructure Delivery

Key Accountabilities
  • Prepare comprehensive business cases, tender documents, tender evaluations, board decision papers, and contract documentation
  • Plan, manage, and oversee construction activities for WAF Urban and Rural Water Schemes
  • Engage and coordinate with relevant stakeholders throughout the project lifecycle
  • Organize and develop project appraisals, initiation plans, implementation strategies, monitoring mechanisms, and commissioning processes
  • Demonstrate experience in developing and applying Traffic Management Plans and layouts
  • Inspect and test completed works to ensure compliance with technical specifications and safety standards
  • Prepare detailed work plans for the team and submit written reports to management upon completion
  • Assist Project Leaders and Support Officers with survey-related tasks
  • Carry out any other responsibilities as assigned by management
  • Conduct regular site inspections to monitor progress and compliance
  • Demonstrate contractual proficiency in managing outsourced works
  • Apply and adhere to in-house standards for construction monitoring
  • Assist the Engineer’s Representative and the Engineer in managing contracts for outsourced projects
  • Develop standardized documentation to support the unit’s operational functions
  • Perform technical computations related to hydraulics and civil works
  • Possess knowledge of WAF projects and their scopes
  • Demonstrate familiarity with FIDIC-referenced contractual frameworks
  • Apply sound understanding of design calculations
  • Proficient in using AutoCAD, MS Project, and other relevant software essential to unit operations
  • Ensure strict adherence to all safety protocols as outlined in the Occupational Health and Safety Act and WAF’s internal safety procedures
  • Verify that all machinery, tools, and equipment utilized by the team are fully compliant with OHS standards
Qualification and Experience Requirement

The applicant must possess a Bachelor’s Degree in Engineering Civil, Mechanical, Electrical and Electronics, Chemical/Process with Minimum of two (2) years’ experience as a trainee engineer with at least one year’s experience in the Construction Management role of Water & Wastewater infrastructure;
OR

a recent graduate with industrial attachments successfully completed with recommendation letters/reference

Skills and Abilities
  • Interest in being part of a team delivering/implementing capital projects
  • Basic to intermediate knowledge in design, modelling and analysis for Hydraulic Engineering Applications related to Water and Wastewater infrastructure
  • Proven experience in AutoCAD 2D Drafting and 3D modelling packages such as 12D, Autodesk Civil 3D, Autodesk Electrical, Solid-works, Autodesk Plant, Autodesk Map, etc
  • Proficient in Microsoft Office Packages – Word, Excel, MS Projects & PowerPoint
  • Experience in carrying out Topographical Surveying, Project and Contract Management is an advantage
  • Training and experience in the area of Project Management
  • Proven ability to work effectively within a Team and demonstrated willingness to learn
