About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Asset Management Officer is responsible for the daily acquisition, validation and analysis of asset data. The incumbent shall ensure the accuracy, integrity, and usability of asset data to support strategic decision-making and operational efficiency. The officer is also required to undertake the periodic maintenance and servicing of all specialized field instruments, equipment, structures and tools. The position will dually report to the Team Leader Subdivisions and Development Management and Team Leader Water Resource Management under the Manager Asset Strategy and the Chief Asset Management Officer.

Key Accountabilities
  1. Effective management and administration of the following delivered
    • Includes the formulation and facilitation of relevant scheduled works achieved
    • The respective forms compiled for each water & wastewater inspection, testing, data monitoring
    • Daily work reports compiled and updated of SO for task progress
    • Subdivision/Hydrology/Asset Database compiled and update for task progress
    • Provision of timely and accurate stakeholder(s) feedback via appropriate mediums of communication (telephone, email etc.)
    • Timely and effective monitoring and reporting of subdivision, hydrology and asset planning field activities ensured
  2. Quality Assurance & Monitoring activities carried out in accordance with work schedule/planner using appropriate equipment and based on the requirements provided by the Superiors
    • Subdivision & Development and Asset Planning activities include but not limited to Flow, Pressure, Sewer Level Monitoring together with Water & Wastewater Testing and Inspections
    • Hydrology activities include but not limited to catchment streamflow & level monitoring, acquired location & topographical data from field survey together with the construction and maintenance of hydrological structures and telemetry stations
    • Relevant equipment, fittings and tools for Quality Assurance & Monitoring activities acquired in consultation with the Superiors and the Procurement Unit
    • Quality and timely periodic activities report submitted to Team Leader and respective indirect reports which include weekly, fortnightly and monthly reporting
  3. Effective leadership of the following delivered ensuring timely and successful implementation
    • Installation of specific devices for Subdivision, Hydrology and Operation Field Data monitoring that includes but not limited to flow, pressure, levelling, site survey applications, staff gauges/weir and automatic water source monitoring devices/equipment
    • Gathering, processing, analysing, and interpretation of Data from the specialized devices for the purpose of decision making within WAF
    • Timely, quality and accurate data transmission/accessibility to but not limited to the WAF SCADA System ensured
    • Servicing, maintenance works on Subdivision’s inspection and testing equipment/machines, Hydrological structures and telemetry stations ensured
    • Coaching and organising training workshops to improve the performance of staff ensuring relevant team member(s) fully understand the uses and functions of specialized equipment, tools and related software
  4. Timely, relevant and compliant reporting
    • All internal and external reporting requirements in regards to WAF's Subdivision, Hydrology and Asset Planning function fully understood and correctly executed
    • Robust and relevant periodic reports prepared and submitted
    • Superiors provided with useful information combined with data analysis and interpretation, for the purpose of decision making
    • Information/data integrity (quality and accuracy) maintained at all times
    • Ad-hoc information request by superiors addressed in a timely manner
  5. Teamwork and Cooperation
    • Cooperation within the team and greater function / department encouraged
    • Cooperation across functions / departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Superiors and/or Team Leader effectively and efficiently addressed

Qualification and Experience Requirement
  • Trade Certificate III/IV in Civil Engineering or similar Engineering field or relevant discipline with at least 7 years of experience
    OR
  • Trade Test certificate III in Civil Engineering or similar Engineering field or relevant discipline with at least 3 years of experience
Skills and Abilities
  • Background knowledge of instrumentation engineering equipment, devices, machines and tools
  • Understanding and use of all related water & wastewater software under Subdivision and Hydrology management activities
  • Ability to analyse large data sets, research or query data using SQL
  • Strong problem-solving abilities/skills
  • Ability to understand and recognise water asset legends, cross-section, long section, typical details on engineering or/and as-built drawings
  • Ability to present, interpret, discuss or write about conclusions, inferences and results
  • High levels of verbal and written communication skills, with a good and timely report writing skills
  • Advanced knowledge of Microsoft Office software
