About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Graduate Engineer - Design is responsible for assisting the Engineer – Design in the effective planning and design of WAF’s capital & operational works to ensure that implementation is executed within budget, quality, scope of works and time. This responsibility will include sound engineering analysis & implementation as well as the development of necessary documents for the initiation, implementation, and monitoring of capital & operational works. This position reports to the Engineer- Design and indirectly to the Manager Design and Chief Infrastructure & Delivery Officer.

Key Accountabilities
  1. Robust engineering services provided
    • Timely, quality, and relevant assistance provided to the Engineer via the delivery of the following
      • Master Plan initiation, investigation, analysis, compilation, and finalization
      • Project developed from concept to commissioning using approved WAF’s Project Delivery Framework
        • Provide support to prepare the Scope of the project, Tender, and procurement-related documentation
        • Contractual progress monitoring (against plan) managed
        • Contract management and site supervision - variations and extensions monitored against the plan
        • Collaborated planning and discussions with the project commissioning steering committee to ensure the successful commissioning
        • Budget and variations/deviations reporting submitted in a timely manner
        • Managing the project effectively within approved scope, time and cost
      • All mandatory procedures and business compliance procedures complied with in planning
      • Timely strategic and tactical project management advice provided to Executives and Management on matters relating to the project plans
      • All mandatory procedures and business compliance procedures complied with in the Project plan complied and all works executed successfully until completion
      • Timely strategic and tactical project management advice provided to Executives and Management on matters relating to
        • Project life cycles, including key approval points
        • Project funding and budgeting
        • Compliance resource allocation
        • Milestones reporting, monitoring and closing off
      • Preparation of Business Cases
      • Sound business cases which include project estimates prepared, vetted by Finance, and submitted for Project Appraisal Committee approval
      • Risks associated with projects identified and mitigating factors against them identified
      • Facilitating the design and scoping processes
      • Preliminary Design and Scoping
      • Collaborated planning and discussions with Planning & Operations team delivered and final scope of works prepared
        • Preliminary Design Drafting
        • Preliminary Design draft is prepared & reviewed
        • Preliminary Design Calculations
      • Research conducted for all relevant information and particulars to prepare final design completed
        • System Hydraulic Investigations and feasibility study particularly with respect to water supply pipeline, wastewater sewer, water and wastewater retaining structures)
  2. Timely, relevant and compliant reporting to superiors delivered
    • All internal and external (if any) reporting requirements related to the outcomes of this role fully understood and correctly executed
      • Ad-hoc information request by superiors addressed in a timely manner
      • Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
      • Robust and relevant periodic reports prepared and submitted as and when requested.
      • Reports submitted to superior depending on the work, normal calculation and hydraulic analysis
    • Timely and relevant advice/assistance provided to the management/supervisors as and when required, ensured
  3. Teamwork and cooperation
    • Cooperation within the team and greater function / department encouraged
    • Cooperation across functions / departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Engineer, Senior Engineer and Manager – Design effectively and efficiently addressed

Qualification and Experience Requirement
  • Bachelor’s Degree in Engineering- Civil, Mechanical, Electrical and Electronics.
  • Degree with no or limited experience in respective field of work
Skills and Abilities
  • Interest in being part of a team delivering/implementing capital project.
  • Basic to intermediate knowledge in design, modelling and analysis for Hydraulic Engineering Applications related to Water and Wastewater infrastructure.
  • Proven experience in AutoCAD 2D Drafting and 3D modelling packages such as 12D, Autodesk Civil 3D, Autodesk Electrical, Solid-works, Autodesk Plant, Autodesk Map, etc.
  • Proficient in Microsoft Office Packages – Word, Excel & PowerPoint.
  • Experience in carrying out Topographical Surveying, Project and Contract Management is an advantage.
  • Training and experience in the area of Project Management.
  • Proven ability to work effectively within a Team and demonstrated willingness to learn.
