About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Senior OHS Officer is responsible for assisting the Team Leader OHS with the provision of sound advice relating to OHS compliance requirements within WAF.

This responsibility includes establishing the OHS Policy environment and driving the implementation of an OHS compliant culture within WAF through procedures, monitoring tools and training for employees. This position reports to Team Leader OHS.

Key Accountabilities
  • Provide guidance, advice and direction to WAF on the compliance of Health and safety at Work Act 1996 including its associated legislation and regulations.
  • Conduct implementation of WAF OHS Management System in western region.
  • Develop and ensure adherence to WAF OHS policy, systems and procedures.
  • Management of all incident reporting, investigation, near misses and respond to employee safety concerns.
  • Ensure that suitable risk assessments practices are carried out in the region.
  • Quarterly OHS Awareness on Management System to be conducted in the Region.
  • Provide updates to staff in relation to any changes/ amendments in legislation.
  • Monitor & audit all workers’ compensation claims.
  • Co-ordinate the injured worker’s rehabilitation process and act as return-to-work co-coordinator.
  • Report identified hazards and appropriate risk control measures to the head of department/manager.
  • Management of all health, safety and environment training needs for region staff.
  • Investigate all issues pertaining to Health & Safety in the region
  • Actively consult with Regional Managers/Team Leaders/Supervisors on OHS related matters.
  • Discuss budgetary requirements with Managers/Senior Engineers for facilitation of works in a timely manner.
  • Coordinating and liaising with External stakeholders and Government agencies
  • Training needs analysis for OHS staff undertaken annually and appropriate training programs to enhance the competencies of OHS staff members offered to staff in consultation with the HR Department
  • Facilitate induction and awareness programs for the region
  • Ensure Compliance vetting processes for Operations and Projects
  • Assist Management in obtaining compliance for plant, machinery and equipment in accordance with the HASAWA1996 and the Factories Act.
  • Regular organisational OHS audits are carried out and organisation’s operations compliance with OHS policies & programs ensured with OHS standards and systems continuous improvement maintained
  • Update management and staff on changes/ amendments to OHS Act and legislation
  • Workers’ compensation claims are monitored and audited bi-annually.
  • Ensure return to work program is effectively implemented after a workplace incident.
  • Cooperation within the team and greater function / department encouraged

  • Collaboration and leadership to achieve relevant organisational targets and goals
  • Ensure support of the environment aligning deliverables to organisational values and strategic directions
  • Organisational values and good corporate and governance practices are complied with in delivering outcomes ensured
  • Carry out site inspections, submit the action plan for improvement works to the Facilities Officer, and provide additional assistance as needed.
  • Carry out any other duties assigned by the Team Leader OHS and/or the Manager OHS.
Qualification and Experience Requirement
  • Degree in a relevant field with at least 3–5 years of relevant work experience
    OR
  • Diploma in a relevant discipline with at least 5 years of relevant work experience
Skills and Abilities
  • Must have knowledge in Risk Management
  • Strong Knowledge of OHS Act, associated regulations and code of practices
  • Knowledge on Emergency Evacuation Procedures
  • Use logical and systematic methods for recognizing and solving difficult and/or hidden problems by providing effective solutions; and look broadly for answers and searching beyond obvious answers for the best solutions.
  • Conduct high quality analysis of information and data to aid in problem solving
  • Good communication skills, verbal and written
  • Utilises a mixture of analysis, wisdom, experience, and judgement to make high quality, timely decisions, and produce ideas and solutions which are accurate.
  • Assist others to make decisions by giving advice and offering solutions and can use his/her time efficiently to make effective decisions even when information is complex, or there are time
  • Project management experience is an advantage
  • Computer Literate (Microsoft Office & Outlook and MS Project)
