About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Regional Senior Engineer Construction - North is responsible for leading the planning, supervision, and delivery of all urban and rural infrastructure projects within the Northern Division. This role also includes rural operations, ensuring cohesive delivery, operation and sustainability of all rural water schemes. The role ensures that all construction activities are implemented in line with WAF’s Project Delivery Framework, Water and Sanitation Policy, safety standards, environmental and social safeguards and corporate strategic objectives. Including both Outsource and Inhouse. The position provides technical leadership, quality assurance, stakeholder coordination and team development to ensure timely, cost-effective, and compliant execution of capital and operational projects. This position reports to the Manager Infrastructure Delivery.

Key Accountabilities
  1. Effective and Efficient Project Delivery
    • Lead, manage, and monitor all active urban and rural projects (in-house and outsourced) within the Northern Division to ensure timely completion, cost control, and compliance with WAF standards
    • Prepare and review project work plans, budgets, risk registers, and schedules in collaboration with Engineers, Asset planners, Team Leaders, Supervisors, Project Leaders, Technical Officers and respective staffs
    • Oversee tender documentation, technical specifications, and contract administration, ensuring alignment with procurement and engineering standards.
    • Provide technical advice on design reviews, constructability assessments and material specifications to ensure optimal performance and value for money.
    • Ensure effective site supervision, inspection, and certification of works, including adherence to quality, safety, and environmental requirements.
    • Maintain robust reporting mechanisms, tracking physical and financial progress, variations, and challenges to inform timely decision-making.
    • Liaise with PMO, Design, and Procurement Units to ensure consistency with the Project Delivery Framework (PDF).
    • Coordination with Regional Team, particularly Manager Regional Operations (MRO)
  2. Reporting and Governance
    • Prepare timely monthly reports covering urban projects, in-house, rural projects and rural operations.
    • Prepare and submit periodic progress reports, risk updates, and project close-out documentation.
    • Ensure data integrity, record-keeping, and documentation of all construction projects under the Division.
    • Support audits, compliance reviews, and lessons-learning sessions to enhance organizational governance and transparency.
    • All internal and external reporting requirements on the outcomes of this role fully understood and correctly executed
    • Ad-hoc information/reporting requests by superiors addressed in a timely manner
  3. Human capital management
    • Supervise, mentor, and coach engineering and technical staff to build capacity and performance excellence within the Division.
    • Identify training needs and support staff development in collaboration with the HR Department and Manager Infrastructure Delivery.
    • Conduct regular performance appraisals and provide constructive feedback, ensuring alignment with corporate KPIs.
    • Foster a culture of accountability, safety, and teamwork within the regional construction unit.
    • Ensure staff adhere to ethical conduct, safety standards, and as per WAF’s policies.
    • Manage disciplinary and grievance matters in accordance with HR procedures
  4. Technical and Strategic Leadership
    • Provide engineering expertise in water supply and wastewater infrastructure, including hydraulic design interpretation, pipeline installation, and construction methodologies.
    • Support the implementation of WAF’s Project Delivery Framework (PDF), Water Safety Management Plans (WSMPs), and other quality assurance tools.
    • Lead the review and updating of engineering standards, procedures, and construction manuals to reflect lessons learned and emerging technologies.
    • Contribute to strategic planning, prioritization, and risk assessment for the Division’s short- and long-term infrastructure programs.
    • Support development of regional asset data, GIS mapping, and integration of learnings into design standards.
    • Participate in strategic planning sessions to align regional infrastructure delivery with WAF’s corporate plan and performance indicators
  5. Stakeholder and Compliance Management
    • Liaise with external agencies (e.g., FRA, Ministry of Rural Development, Environment, DWS, Province Council, Commissioners Office, etc.) to ensure smooth project coordination and compliance.
    • Ensure all construction works adhere to environmental, health, and safety standards, as well as statutory requirements and internal policies.
    • Prepare and present detailed project progress reports, technical briefs, and decision papers for management and Board review.
    • Engage communities and local stakeholders to support rural project implementation and sustainability
  6. Rural Operations & Rural Projects
    • Provide dedicated leadership, oversight, and coordination for all Rural Operations and Rural Projects within the Northern Division.
    • Provide support all rural water schemes (EPS, boreholes, gravity systems, surface intakes, storage, distribution networks, etc) operate efficiently, reliably, and safely.
    • Lead troubleshooting, system restoration, leak management, pump and borehole performance monitoring, and rural O&M planning
    • Coordinate and supervise implementation of all rural upgrade projects, backlog schemes, and new rural development requests.
    • Strengthen maintenance programs, spare parts management, and preventive maintenance systems for rural schemes.
    • Ensure rural WSMP development, implementation and compliance for all rural systems.
    • Review and vetting of WSMP’s to ensure high quality submission and a timely submission for PAC and to DWS
    • Provide regular reporting on rural scheme performance, operational challenges and upgrading requirements.
    • Coordinate with communities, village water committees, provincial offices, Commissioner Northern and the Ministry of Rural Development to ensure strong stakeholder engagement.
    • Ensure seamless alignment between rural operations and rural project implementation for sustainability.
    • Maintain rural request correspondence record for the region
    • Timely submission of Rural Operations Report

Qualification and Experience Requirement
  • Degree in Civil Engineering with 7 years of relevant work experience
    OR
  • Post graduate Degree in Civil Engineering with 5 years of relevant work experience
Skills and Abilities
  • Extensive experience in managing construction of water supply or wastewater projects (urban and rural) including rural operations.
  • Strong background in project planning, budgeting, hydraulic modelling, tendering and construction management.
  • Proven ability to manage multiple contractors, evaluate tenders, administer contracts and verify progress claims.
  • Proven record to manage Inhouse teams.
  • Demonstrated ability to lead, coach, motivate and manage teams effectively.
  • Experienced in Outsourced, Inhouse, Rural and Rural Operations
  • Proficient in interpreting designs, drawings, specifications and performing constructability reviews.
  • Experience implementing WSMP, PDF, OHS requirements and regulatory compliance.
  • Strong financial literacy with experience in OPEX and CAPEX management.
  • Proficiency in AutoCAD, MS Project, MS Office, Hydraulic modelling tools.
  • Strong understanding of pipe hydraulics, pressure zones and water loss management.
  • Excellent leadership, communication, and interpersonal skills with the ability to motivate multidisciplinary teams.
  • Strong understanding of occupational health and safety, environmental compliance, and quality assurance frameworks.
  • Skilled in risk assessment, development of mitigation plans and project troubleshooting.
  • Analytical and problem-solving mindset with ability to make sound engineering decisions under pressure.
  • Resilience and adaptability to challenging site and environmental conditions.
  • High ethical standards, integrity and professionalism.
