About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Manager Procurement will be directly responsible for the procurement operations for the Authority and facilitate all procurement planning and operation requirements for all strategic business units. The Manager Procurement responsibilities include strategizing to procure quality and cost-effective goods and services with suppliers. This role reports to the Chief Legal & Procurement Officer.

Key Accountabilities
  • Identifying needs and potential suppliers, soliciting bids, reviewing bids and selecting suppliers, negotiating and awarding contracts, accepting delivery of products and inspecting the products, paying suppliers and maintaining vendor relationships.
  • Demonstrate consistent leadership and clear communication of WAF’s Strategic Direction and preparation of WAF procurement strategy in line with corporate strategic plan.
  • Responsible for ensuring tenders are prepared, evaluated and recommended for award within required timeframes.
  • Establish effective and rigorous procurement strategies, policies and procedures and ensure the organization is complying with procurement policies and procedures.
  • Facilitation and Preparation and update of annual procurement plan
    • Facilitation and preparation of preferred supplier list for all WAF products to ensure WAF is utilizing quality and cost-effective products.
  • Participate in all contract negotiations.
    • Effectively manage the performance of staff to ensure business objectives and customer requirements are met.
    • Demonstrate consistent leadership and clear communication of WAF’s Procurement strategy and plan.
  • Technically verifying all products prior to purchase and ensuring that all products meet the required product certifications.
  • Ensure that all enquiries from the general public and other Government Departments & Authorities are responded to and addressed in a timely manner, in accordance with agreed WAF service levels.
    • Carry out market research and identify the best quality product and suppliers in areas of all hardware products; mechanical and electrical products; pipes and fittings.
    • Identifying potential cost savings, developing and overseeing budget, ensuring compliance with rules and regulations and overseeing procurement staff.
    • Lead and manage inventory team and stores to ensure the proper accountability, storage and proper recording of inventory.
Qualification and Experience Requirement
  • A relevant Bachelor’s Degree from a recognized tertiary institution is mandatory in the area of Procurement, Supply Chain, Accounting/Finance, Business Management or Public Administration.
  • Certification in Public procurement is desired but not necessary.
  • At least 5 years’ experience, and 3 years management experience, in procurement of goods and services with a strong background in dealing with international vendors in a large organisation. Thorough knowledge of pipes and fittings; hardware items; mechanical and electrical products. Thorough knowledge in any or all categories that include pipes and fittings; hardware items; mechanical and electrical products will be advantageous.
Skills and Abilities
  • Must have knowledge in Risk Management
  • Strong Knowledge of OHS Act, associated regulations and code of practices
  • Knowledge on Emergency Evacuation Procedures
  • Use logical and systematic methods for recognizing and solving difficult and/or hidden problems by providing effective solutions; and look broadly for answers and searching beyond obvious answers for the best solutions.
  • Conduct high quality analysis of information and data to aid in problem solving
  • Good communication skills, verbal and written
  • Utilises a mixture of analysis, wisdom, experience, and judgement to make high quality, timely decisions, and produce ideas and solutions which are accurate.
  • Assist others to make decisions by giving advice and offering solutions and can use his/her time efficiently to make effective decisions even when information is complex, or there are time
  • Project management experience is an advantage
  • Computer Literate (Microsoft Office & Outlook and MS Project)
