About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor Mechanical and Electrical is responsible for planning, coordinating, implementing and supervising activities of workers engaged in mechanical/electrical installation, servicing and maintenance on WAF’s mechanical/electrical facilities within the designated region thereby ensure that water and wastewater systems operate efficiently, safely, and in compliance with all relevant standards and regulations. This position reports to the Team Leader Mechanical and Electrical

Key Accountabilities

Supervision and Leadership

  • Team Management: Oversee and manage the Technical Officers, Technicians, and Apprentices with their daily operational activities. Provide guidance, training, and support to ensure effective performance.
  • Scheduling: Develop and manage work schedules to ensure adequate coverage for operations, maintenance, and emergency response.
  • Performance Evaluation: Conduct performance reviews and provide feedback to staff. Address any issues related to performance and conduct.
    • Quality and timely supervision of direct reports delivered
      • Sound and timely technical advice provided to the Technical Officer’s
      • Technical assistance to Technical Officer and staff for all relevant maintenance and repair works ensuring full compliance with WAF Standards and OHS Practices at all times
      • Risks associated with mechanical and electrical installations that may disrupt the continuous supply of water and wastewater services, efficiently and proactively identified and reported
        • Superiors duly informed of risks associated with upgrading of both water and wastewater pump stations in the division
      • All outcomes performed by workmen strictly comply with specifications, relevant rules, regulation, by laws and in accordance with good engineering practice
      • Adequate Mechanical and Electrical spares are available in stock to support the normal operations, and maintenance works and also contingency for emergencies

Maintenance and Operations

  • Routine Inspections: Conduct regular inspections of pump stations and related infrastructure to identify signs of wear, corrosion, or potential failures. Ensure that all systems are operating within specified parameters.
    • Routine inspections to various stations effectively carried out to ensure that outcomes delivered by staff are of good quality.
    • Work progress for the Mechanical and Electrical function effectively monitored and reported to superiors
      • Areas of staff performance and service delivery improvement identified and resolved appropriately
  • Maintenance Procedures: Develop and implement standard operating procedures (SOPs) for routine maintenance tasks, including lubrication, filter replacement, and calibration of controls.
  • Performance Monitoring: Utilize diagnostic tools and software to monitor the performance of pumps and motors. Analyse data to identify trends or anomalies that could indicate potential issues.
  • Schedule Development: Create and maintain a preventive maintenance schedule based on manufacturer recommendations, operational data, and historical performance. Adjust schedules as needed to reflect changing conditions or equipment usage.
  • Maintenance Logs: Maintain detailed logs of all preventive maintenance activities, including dates, tasks performed, and any observations or follow-up actions required.
  • Diagnostic Techniques: Employ advanced diagnostic techniques to troubleshoot complex mechanical and electrical issues, such as vibration analysis, thermography, and electrical testing.
  • Repair Procedures: Oversee and perform corrective repairs, including disassembly, inspection, replacement of faulty components, and reassembly. Ensure repairs are completed to high standards and equipment is restored to optimal performance

Safety and Compliance

  • Safety Standards: Ensure that all operations comply with safety regulations and standards. Conduct regular safety inspections and enforce safe working practices.
  • Regulatory Compliance: Ensure compliance with environmental regulations, industry standards, and utility-specific guidelines. Maintain necessary documentation and records.
    • Standard Operating Procedures (SOP) for all the major repair and maintenance works involving major water shutdown developed, reviewed and revised where required
    • Full compliance with SOP, legislative, regulatory and international standards delivered by staff
      • Ensure all the Repair and Maintenances are carried out according to set policies and procedures of WAF, Ministry of Labour and Ministry of Health etc.
        • Work procedures, work personnel are OHS compliant
        • Availability of OHS (PPE) gear for workmen maintained at all times
        • Work area risks identified and effectively mitigated/managed

Technical Expertise

  • Efficiency Audits: Conduct energy audits and performance evaluations to identify opportunities for improving the efficiency of pump systems. Implement modifications or upgrades to enhance system performance and reduce operational costs.
  • Technology Integration: Assess new technologies and innovations, such as variable frequency drives (VFDs) or advanced control systems, and recommend their integration to improve system reliability and efficiency.
  • Expert Consultation: Provide expert advice and solutions for complex technical issues that arise during operations or maintenance. Serve as a point of contact for troubleshooting guidance from external technical support or manufacturers.
  • Training and Development: Offer technical training to staff on the latest equipment, techniques, and best practices to ensure the team remains proficient and knowledgeable.

Budget and Resource Management

  • Budgeting: Assist in the preparation and management of the maintenance and repair budget. Monitor expenditures and identify cost-saving opportunities.
  • Resource Allocation: Manage the inventory of spare parts and tools. Ensure that resources are used efficiently and that inventory levels are maintained.

Reporting and Documentation

  • Record Keeping: Maintain accurate records of maintenance activities, repairs, and inspections. Prepare reports for management, including performance metrics and incident summaries.
  • Documentation: Ensure all equipment manuals, schematics, and maintenance logs are up-to-date and accessible.
  • Timely compilation and reporting of the Work Order forms for each complaint attended by direct reports ensured
  • Effective documentation ensured and maintained at all times
    • Duly completed worksheets while working with various WAF & hired plant hires in carrying out Mechanical and Electrical works delivered and maintained
  • Robust analysis of relevant data collected by staff encouraged and ensured, with well-informed decision making ensured
    • Data reviewed, refined and reported to the Engineer with relevant recommendations
    • Data accuracy and integrity maintained at all times

Project Management

  • Project Planning: Develop comprehensive project plans, including scope, objectives, timelines, and resource requirements. Coordinate with engineers, contractors, and other stakeholders to ensure project goals are met.
    • Appropriate and timely assistance provided to the Mechanical & Electrical Engineers for:
      • The preparation of accurate operational, CAPEX and PSIP budgets
      • Identifying key areas of infrastructure improvements based on service orders attended to by direct reports
      • Quality research and proposals on innovative processes, technologies etc. that are applicable to WAF's Mechanical and Electrical function led and/or reported to superiors
      • Formulation, development and implementation of operational and maintenance plans for the Mechanical and Electrical Pump function
  • Quality Assurance: Monitor project execution to ensure adherence to quality standards and specifications. Conduct regular project reviews and inspections to verify progress and address any issues promptly.
  • Budget Management: Manage project budgets, including cost estimation, tracking expenditures, and financial reporting. Ensure projects are completed within budget and identify any financial discrepancies or cost overruns.
  • Risk Management: Identify potential risks associated with projects and develop mitigation strategies. Address any unforeseen challenges that arise during project implementation

Emergency Response

  • Emergency Protocols: Develop and maintain emergency response protocols for pump system failures, environmental hazards, or other critical incidents. Ensure all team members are familiar with these protocols and trained to execute them effectively.
  • Coordination: Coordinate response efforts with emergency services, such as fire departments or environmental agencies, to manage incidents involving hazardous materials or significant system failures.
  • Internal Communication: Establish clear lines of communication with internal teams during emergencies to ensure coordinated and efficient response efforts.
  • Public Communication: Manage communication with the public and stakeholders regarding the nature of the emergency, its impact, and the steps being taken to resolve it. Provide updates and information as necessary to maintain transparency and trust.

Customer and Stakeholder Communication

  • Stakeholder Interaction: Communicate effectively with utility customers, regulatory agencies, and other stakeholders regarding pump system operations and issues.
  • Public Relations: Address any public concerns or inquiries related to pump system performance or maintenance activities
  • Effective development of human capital
    • Effective oversight, coaching, mentoring of staff delivered
    • Training needs for staff effectively monitored in partnership with the Supervisor and appropriately addressed in consultation with the HR Department

Qualification and Experience Requirement
  • Diploma in Mechanical Engineering, Electrical & Electronic, Electrical Engineering with 5 years of relevant experience.
Skills and Abilities
  • Thorough knowledge and understanding of safety regulations and compliance requirements relevant to water and wastewater utilities. Ability to ensure that operations adhere to industry standards and regulations.
  • Demonstrated experience in a supervisory or managerial role, with responsibility for overseeing a team of Technical Officers, Technicians and apprentices.
  • Strong understanding of mechanical systems (e.g., pumps, motors, valves) and electrical systems (e.g., controls, VFDs and Soft Starter wiring).
  • Ability to troubleshoot and repair complex issues in both areas.
  • Knowledge of preventive and corrective maintenance practices, including the ability to develop and implement maintenance schedules and procedures
  • Proficiency in using diagnostic tools and techniques to identify and address system issues. Skills in vibration analysis, thermography, and electrical testing are beneficial.
  • Skills in managing resources, including personnel, equipment, and materials, to ensure project success and operational efficiency.
  • Ability to manage projects from planning through execution, including budgeting, scheduling, and quality control. Experience with project management methodologies and tools.
  • Ability to handle complex and unplanned tasks
  • Ability to instruct, supervise and create a motivated environment amongst staff where goals can be achieved efficiently and effectively
  • Ability to guide and provide technical knowledge to Technicians in an efficient manner to achieve optimum operations and maintenance activities within given timeframe
  • Good understanding of the budget and expenditure procedures and processes
  • Very good and timely reporting; data presentation skills
  • Proven ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available
  • Ability to work in high risks environment effectively with required proper precaution and procedures
  • Proven knowledge to effectively utilize information technology, including computerized control & monitoring systems (g. SCADA), geographical information systems, and engineering plans & drawings in making operational and maintenance decisions.
  • Experience with safely operating power tools and equipment with appropriate PPE.
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices.
  • Ability to adapt to changing operational situations by understanding system behaviour and performance.
  • Must have a valid driving license.
