About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Land Acquisition Officer is required to provide technical geospatial expertise in support of land acquisition processes for infrastructure projects. The role ensures accurate spatial data collection, analysis, and mapping to facilitate negotiations, compensation, compliance, and stakeholder engagement. This position reports to the Registered Valuer & Senior Land Acquisition Officer

Key Accountabilities
  1. Spatial Data Management
    • Capture, process, and maintain geospatial datasets related to land parcels, easements, and leases.
    • Develop and update GIS maps to support acquisition planning and stakeholder consultations.
  2. Land Acquisition Support
    • Provide geospatial analysis for valuation, compensation, and feasibility studies.
    • Assist in verifying boundaries and identifying affected landowners during negotiations.
    • Provides acquisition and Locality diagrams facilitating lease application, outright purchase, easement, and assist in compensation assessment.
  3. Stakeholder Engagement
    • Present geospatial data clearly to government agencies, landowners, and communities.
    • Produce maps and visual tools to support transparent consultations
  4. Compliance & Reporting
    • Ensure geospatial outputs align with legal, regulatory, and customary land requirements.
    • Prepare technical reports, spatial inventories, and acquisition maps for board and ministerial briefs.
  5. Capacity Building
    • Train staff and stakeholders in GIS tools and spatial data interpretation.
    • Promote best practices in geospatial data collection and management.

Key Performance Indicators (KPIs)

  • Accuracy: 100% accuracy in cadastral boundary mapping and parcel identification.
  • Timeliness: Delivery of geospatial outputs within agreed project timelines.
  • Compliance: All maps and reports meet statutory and customary land requirements.
  • Stakeholder Satisfaction: Positive feedback from landowners, agencies, and project teams on clarity of geospatial outputs.
  • Capacity Development: Evidence of staff and stakeholder training sessions conducted annually.

 

Qualification and Experience Requirement
  • The applicant must possess a Bachelor’s degree in Geospatial Science, Surveying, Geography, Geomatics, or related field with at least two years’ experience in the land management background
Skills and Abilities
  • Proficiency in GIS software (ArcGIS, QGIS) and remote sensing tools.
  • Experience in land acquisition, cadastral mapping, or infrastructure projects.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Knowledge of Fijian land tenure systems and customary protocols is an advantage.
  • Precision in spatial data management.
  • Ability to synthesize technical data into clear, actionable maps and reports.
  • Strong interpersonal skills for negotiations and community engagement.
  • Strategic thinking to align geospatial outputs with project and policy goals.
