About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Technical Officer – Meter Related Works is responsible for supervising and executing all field operations related to meter installations, replacements, verification, service upgrades, and meter-related complaints.

The role ensures that all works are performed safely, accurately, and in line with applicable Fiji Laws & WAF Act & Regulation, WAF’s Metering & Billing Policy & SOP, AS/NZS standards, and the Customer Charter. The position contributes directly to improved billing accuracy, reduction of Non-Revenue Water (NRW), and enhanced customer satisfaction.

Key Accountabilities
  1. New Meter Connection Inspection & Installation
    • Conduct field inspections for new meter connection requests and verify readiness for installation.
    • Ensure new meter installations comply with AS/NZS 4020:2018 and AS/NZS 4766:2020 standards.
    • Coordinate with Customer Success and Network Operations for network connection readiness and obtain clearance from other utilities like FRA, EFL & TFL.
    • Supervise contractors and in-house teams validate installation quality, site conditions, and meter calibration.
    • Verify meter serial numbers, GPS coordinates, and ensure data entry into Gentrack and GIS.
    • KPI: 100% inspection reports completed within 15 days of request; 100% of approved installations completed within 15 days of payment of installation charges including other utility charges; Zero installation reworks or quality non-conformances.
  2. Meter Replacement Works
    • Plan and oversee the replacement of ceased, faulty, or tampered meters in accordance with WAF procedures.
    • Verify meter details and calibration prior to replacement and update all records in Gentrack and GIS.
    • Supervise contractors & in-house teams to ensure replacements meet quality and safety requirements.
    • Ensure replaced meters are transported securely to the Meter Laboratory for analysis.
    • KPI: ≥95% replacements completed within 10 days; 100% data accuracy; Zero repeat replacement rate.
  3. Meter Verification & Calibration
    • Conduct verification and calibration of ceased or disputed meters and prepare reports.
    • Coordinate with Meter Hub and Billing Teams for timely meter replacement or adjustment.
    • Identify patterns in meter faults or under-registration and report findings for improvement.
    • KPI: ≥95% verification requests completed within 10 days; 100% verified meters replaced within 10 days; Zero backlog.
  4. Service Upgrades & Customer Complaints
    • Inspect and supervise service upgrades and meter size changes
    • Supervise meter-related complaints works by contractor.
    • Liaise with Billing teams to ensure accurate adjustments and resolutions.
    • Record field findings with photo evidence in CRM systems.
    • KPI: ≥95% complaints resolved within 10 days; ≤1% repeat cases; 100% CRM updates with field evidence.
  5. Contractor Supervision & Compliance
    • Supervise contractors performing meter-related works and ensure compliance with WAF safety and quality standards.
    • Conduct random site audits and verify completion reports prior to payment endorsement.
    • KPI: ≥95% contractor compliance; 100% toolbox briefings; Zero rework claims.
  6. Field Supervision & Team Leadership
    • Provide daily guidance and direction to field staff and contractor teams performing meter installations, verifications, and replacements.
    • Allocate work schedules, set task priorities, and ensure equitable distribution of field assignments.
    • Coach and mentor junior technicians and contractors to strengthen technical competency and safety awareness.
    • Conduct on-site assessments and debriefs to reinforce performance standards and teamwork.
    • Foster a culture of accountability, safety, and continuous improvement within the field team.
    • KPI: ≥95% of daily field assignments completed as per plan, 100% team attendance and adherence to OHS protocols, ≥80% positive feedback from team and supervisor on leadership effectiveness, at least two team members mentored or upskilled per quarter.
  7. Reporting & Data Management
    • Prepare daily, weekly, and monthly progress reports on meter installations, replacements, and verifications.
    • Maintain accuracy of Gentrack and GIS databases and reconcile data discrepancies.
    • KPI: 100% timely report submission; zero GIS-Gentrack mismatches; at least two process improvement recommendations per quarter.
  8. Health, Safety & Environmental Compliance
    • Enforce compliance with WAF’s HSE policies and conduct toolbox meetings prior to fieldwork.
    • Report all incidents, near-misses, and unsafe acts immediately and ensure corrective actions.
    • Support WAF’s Environmental and Social Safeguards (ESS) implementation during all site works.
    • KPI: Zero LTIs; 100% safety reporting compliance; one toolbox conducted weekly.
Qualification and Experience Requirement
  • The applicant must possess a Trade Certificate III/IV Plumbing & Sheet Metal with at least 7 years of experience
    OR
  • Trade Test Certificate III Pipe Fitter/Plumber (General) with at least 3 years of experience.
Skills and Abilities
  • Advanced knowledge of water metering systems, fittings, and installation standards.
  • Proficient in Gentrack, GIS, CRM, and digital field reporting tools.
  • Strong analytical and problem-solving skills.
  • Basic mechanical/electrical aptitude for meter testing.
  • Good understanding of DMA & NRW operational principles.
  • Excellent communication and customer service skills.
  • Physically fit and safety-oriented with ability to supervise contractors effectively.
  • The candidate should have at least a valid group 2 driving license.
