About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Technical Officer – SCADA is responsible for the installation, configuration, maintenance and troubleshooting of SCADA, telemetry, instrumentation and communication systems used for monitoring and controlling water and wastewater infrastructure.

The role provides technical leadership to SCADA Technicians, ensuring that all SCADA and telemetry systems are maintained to high operational standard and operate reliably across WAF facilities.

The technical officer also supports the implementation of new SCADA projects, system upgrades, asset management initiatives and operational improvements to enhance monitoring, automation and operational efficiency.

Key Accountabilities
  1. SCADA System Operations
    • Support the operation and maintenance of WAF SCADA systems used to monitor and control water and wastewater infrastructure
    • Perform configurations, diagnostics and troubleshooting of SCADA field equipment including
      • RTUs
      • PLCs
      • Telemetry devices
      • Remote instrumentation
    • Monitor SCADA system performance and respond to alarms, faults and communication failures
    • Assist with configuration and validation of SCADA signals, alarms and control functions
    • Assist all other SCADA team in various Regions whenever required.
    • Carry out any other work as directed by Supervisor SCADA & NCC and Manager SCADA & Instrumentation
    • Maintain proper vehicle management and upkeep.
  2. Telemetry & Communication Systems
    • Install, maintain and troubleshoot telemetry communication systems including:
      • Radio communications
      • Cellular telemetry systems
      • IP based communications networks
      • Diagnose communication failures between field devices and the central SCADA systems
      • Support configuration and maintenance of telemetry modems, routers and communication interfaces.
  3. Field Instrumentation & Control Systems
    • Install, test and maintain field instrumentation including:
      • Flow meters
      • Pressure transmitters
      • Level sensors
      • Water quality analysers
    • Conduct calibration, testing and verification of instrumentation systems
    • Support commissioning of new instrumentation and control systems
  4. SCADA Equipment Installation & Commissioning
    • Participate in installation and commissioning of SCADA systems at water treatment plants, pump station and reservoirs
    • Conduct inspection, testing and performance verification of newly installed SCADA equipment
    • Ensure all installations comply with engineering’s standards, safety requirements and operational specifications.
  5. Preventative Maintenance & Asset Management
    • Assist in preparation and implementation of preventative maintenance plans for SCADA and instrumentation assets
    • Perform scheduled maintenance activities to ensure reliable operation of SCADA systems
    • Ensure all unplanned works (Breakdown or offline sites) is attended to in the quickest time and completed with good workmanship
    • Maintain accurate documentation of maintenance activities, test results and system modifications
    • Support SCADA asset life cycle management and condition monitoring activities.
  6. Technical Leadership & Supervision
    • Provide technical guidance and support SCADA technicians during maintenance, troubleshooting and installation activities
    • Ensure work is performed safely, efficiently and in accordance with engineering standards
    • Assist the SCADA supervisor in planning field activities and coordinating maintenance works.
  7. Safety Compliance
    • Ensure all work is carried out in compliance with Occupational Health and Safety Act and WAF safety procedures
    • Promote safe work practises when working with electrical, instrumentation and communication systems
    • Ensure proper use of personal protective equipment (PPE) and safe handling of tools and equipment
  8. Documentation & Reporting
    • Maintain accurate record of inspections, repairs, testing and maintenance activities
    • Update circuit diagrams, SCADA documentation and asset records flowing system changes
    • Prepare technical reports and provide updates to the SCADA Supervisor on system performance and maintenance activities.
  9. Inventory & Equipment Management
    • Maintain proper control of SCADA spare parts and workshop inventory
    • Record stock movements used in work orders.
    • Ensure proper maintenance and calibration of tools and test equipment used by SCADA team.
  10. Emergency Response
    • Respond to SCADA system failures, site outages and emergency situations affecting water and wastewater operations
    • Provide technical assistance during natural disasters or critical operational incidents
    • Support restoration of SCADA monitoring and control systems following emergencies
Qualification and Experience Requirement
  • The applicant must possess a Trade Certificate III or IV in Electrical Engineering, Electronic Engineering, Instrumentation, Automation, SCADA or PLC Systems or equivalent from a recognized Tertiary Institution OR Trade Test Certificate III in Electrical Engineering, Electronic Engineering, Instrumentation, Automation, SCADA or PLC Systems or equivalent from a recognized Tertiary Institution.
  • A minimum of seven (7) years’ experience for Trade Certificate III/IV OR Three (3) years’ experience for Trade Test Certificate III at a senior technician level in:
    • SCADA Systems
    • Telemetry systems
    • Industrial instrumentation
    • Automation or PLC systems
  • Experience with water utilities, industrial or process control environments will be an advantage.
Skills and Abilities

Technical Skills

  • Knowledge of SCADA systems and remote telemetry infrastructure

  • Ability to read and interpret
    • Electrical schematics
    • Control system drawings
    • Instrumentation diagrams
  • Experience installing and maintaining field instrumentation
  • Knowledge of telemetry communication systems and industrial networking

Computer Skills

  • Competent user of:
    • Microsoft Office applications
    • SCADA software systems
    • Engineering documentation systems.

Additional Requirements

  • Valid wiremen’s license
  • Valid manual driving license
  • Be Physically fit and able to perform field work
  • Ability to perform work at remote sites when required
