About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Welder is responsible for delivering timely, safe, and high-quality welding and fabrication works to support WAF’s operations, maintenance, and capital improvement activities.

The role contributes directly to maintaining the integrity, reliability, and performance of water and wastewater assets, including pipelines, treatment facilities, and mechanical infrastructure. This position will report to the Technical Officer – Support Services Unit.

Key Accountabilities
  1. Welding & Fabrication Works
    • Plan, schedule, prioritise, and execute welding and fabrication works in alignment with operational demands, preventative maintenance plans, and asset upgrade programmes.
    • Fabricate, assemble, modify, and repair pipelines, fittings, valves, structural components, and mechanical assets used across water supply and wastewater systems, ensuring durability and operational reliability.
    • Undertake refurbishment works on deteriorated infrastructure, including replacement of corroded sections, reinforcement of structural components, and restoration of critical assets.
    • Support asset lifecycle improvement initiatives by contributing to upgrade works, ensuring materials and fabrication methods are fit-for-purpose for WAF operating conditions.
    • Ensure all fabrication works are completed within required timelines while maintaining high standards of workmanship and efficiency.
  2. Operations and Maintenance Support
    • Provide technical welding support across all WAF Strategic Business Units (SBUs), including water treatment plants, wastewater treatment plants, pump stations, reservoirs, and distribution/collection networks.
    • Attend to operational faults such as burst pipelines, leaking joints, failed fittings, and damaged mechanical components, ensuring timely restoration of services.
    • Participate in emergency response activities, including after-hours callouts, to address critical failures affecting water supply and wastewater services.
    • Support planned shutdown works, maintenance programmes, and system improvements to minimise service disruptions.
    • Assist in the delivery of capital works and special projects, including installation and commissioning support for new infrastructure.
  3. Technical Execution
    • Accurately read, interpret, and apply engineering drawings, technical specifications, and work instructions to ensure compliance with design requirements.
    • Determine and apply the most appropriate welding methods (TIG, MIG, MMA, ARC, Gas) based on material type, thickness, pressure requirements, and site conditions.
    • Prepare materials and components through cutting, grinding, bevelling, cleaning, and alignment to achieve required tolerances and weld quality.
    • Set up and operate welding equipment safely and efficiently, ensuring correct parameters are used for each task.
    • Perform welding in all required positions (flat, vertical, horizontal, overhead), including confined spaces and field conditions where applicable.
    • Ensure dimensional accuracy and structural integrity of fabricated components prior to installation.
  4. Quality Assurance and Compliance
    • Ensure all welding and fabrication works comply with applicable standards, specifications, and WAF quality requirements, particularly for pressurised and critical pipeline systems.
    • Conduct visual and basic non-destructive inspections of welds to identify defects such as cracks, porosity, or incomplete fusion.
    • Report non-conformances promptly and undertake corrective actions in consultation with supervisors.
    • Support testing and commissioning processes, including non-destructive tests, hydrostatic testing and pressure testing, ensuring weld integrity and system readiness.
    • Maintain accurate weld traceability records, including welder identification, materials used, welding methods, and inspection outcomes.
    • Ensure compliance with regulatory requirements and internal quality assurance processes, including audit readiness.
  5. Health Safety and Environment (HSE)
    • Strictly comply with all Occupational Health and Safety (OHS) policies, procedures, and legislative requirements.
    • Conduct Job Safety Analysis (JSA) prior to commencement of high-risk activities and actively participate in toolbox meetings.
    • Identify hazards and implement appropriate control measures to mitigate risks associated with welding activities, including confined spaces, hot works, and working at heights.
    • Always Use appropriate Personal Protective Equipment (PPE) and ensure safe work practices are adhered to.
    • Report hazards, near misses, incidents, and unsafe conditions promptly and contribute to continuous improvement of workplace safety.
    • Ensure environmental considerations are observed, including safe handling and disposal of waste materials and minimisation of environmental impacts.
  6. Tools, Equipment and Materials Management
    • Maintain welding tools, machines, and equipment in safe, functional, and serviceable condition, ensuring regular inspection and maintenance.
    • Identify equipment faults and arrange for repairs or replacements in a timely manner to avoid operational delays.
    • Estimate, requisition, and manage welding materials and consumables (e.g., electrodes, filler rods, gases) in line with work requirements.
    • Ensure efficient use of materials to minimise wastage and optimise cost-effectiveness.
    • Maintain proper storage and handling of equipment and materials in accordance with safety and manufacturer guidelines.
  7. Reporting and Documentation
    • Accurately record all welding and fabrication works in WAF’s asset management and work order systems, ensuring completeness and traceability.
    • Prepare and submit timely reports on completed works, including job status, materials used, and any issues encountered.
    • Provide cost estimates and feedback to support planning and budgeting for maintenance and capital works.
    • Maintain proper documentation to support audits, inspections, and performance monitoring.
    • Communicate progress, challenges, and recommendations effectively to supervisors and relevant stakeholders.
  8. Teamwork and Continuous Improvement
    • Work collaboratively with operations, maintenance, and project teams to achieve organisational objectives and service delivery targets.
    • Provide on-the-job training, mentoring, and guidance to apprentices and junior staff to build internal capability.
    • Actively participate in team discussions, problem-solving, and continuous improvement initiatives.
    • Contribute to improving work practices, efficiency, and quality of outputs through innovation and practical solutions.
    • Maintain and enhance professional competencies through participation in training and development programmes.
  9. Corporate Responsibilities
    • Comply with all WAF policies, procedures, and governance frameworks in the execution of duties.

    • Support the alignment of individual deliverables with WAF’s strategic goals and operational priorities.
    • Ensure adherence to reporting requirements, including HRIS and operational systems.
    • Undertake any other duties as reasonably directed by the supervisor to support operational requirements.
Qualification and Experience Requirement
  • The applicant must possess a Certificate III in Engineering Fabrication Trade (or equivalent) in Fabrication Techniques.
  • Trade Test Certificate in Welding (Class III or higher).
  • Minimum 3 years’ relevant experience in welding and fabrication works within infrastructure, utilities, or industrial environments.
  • 6G Welding Certification is an added advantage, particularly for high-pressure pipeline works.
  • Additional certifications in areas such as OHS (Welding), TIG, MIG, ARC, Gas Welding, Engineering Drawing, and High-Pressure Pipe Welding will be considered an advantage.
Skills and Abilities
  • Proficient in cutting, joining, and assembling metals, with strong knowledge of material properties and appropriate welding methods.
  • Skilled in welding techniques (TIG, MIG, MMA, ARC, Gas) and experienced in pipe welding, including high-pressure systems and multi-position welding (vertical, horizontal, overhead).
  • Competent in interpreting engineering drawings (DWGs) and preparing components for welding through cutting, measuring, fitting, and alignment to specifications.
  • Experienced in operating welding and fabrication tools and equipment safely, with strong adherence to safety standards and consistent use of PPE.
  • Demonstrates high attention to detail, steady workmanship, and the ability to deliver quality outputs in both workshop and field environments.
  • Physically fit, reliable, and able to work under pressure, including responding to emergency and after-hours operational requirements.
  • Must possess a valid Group 2 Driving Licence and be capable of undertaking driving duties to support field operations and emergency response.
  • Strong team player with good communication and reporting skills, and a disciplined, safety-focused work ethic.
  • 6G Welding Certification is an added advantage, particularly for critical and pressurised pipeline works.
