About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor Fleet Central/Eastern is responsible for supporting the Team Leader Fleet in the effective management, administration, and operational oversight of Water Authority of Fiji’s (WAF) fleet assets within the Central and Eastern regions. This role plays a critical part in ensuring that all fleet operations are conducted efficiently, safely, cost-effectively, and in compliance with WAF policies, procedures, and relevant legislative requirements. The incumbent is responsible for coordinating the day-to-day operation of the fleet, including vehicle allocation, utilization monitoring, maintenance scheduling, repairs, inspections, fuel management, plant hire inspection and driver compliance. The role also involves maintaining accurate fleet records, monitoring asset performance, and ensuring that all vehicles and equipment remain roadworthy, reliable, and available to support operational requirements. The Supervisor Fleet Central/Eastern is expected to oversee and guide drivers and fleet users, promote safe driving practices, investigate vehicle incidents, and ensure adherence to fleet policies and regulatory standards. The position contributes to the development and implementation of fleet management strategies aimed at improving efficiency, reducing operating costs, optimizing resource utilization, and maximizing the lifespan of fleet assets. Working closely with internal stakeholders, service providers, and regional teams, the Supervisor Fleet Central/Eastern assists in identifying operational improvements, managing logistical challenges, minimizing vehicle downtime, and ensuring uninterrupted fleet support for WAF's service delivery objectives. Through proactive planning, monitoring, and coordination, the role helps maintain a high-performing fleet that supports the organization's operational and customer service commitments. This position reports directly to the Team Leader Fleet and acts as a key resource in the delivery of effective fleet management services across the Central and Eastern regions.

Key Accountabilities
  1. Effective Management, Maintenance and Operation of the WAF Fleet
    • The Supervisor Fleet Central/Eastern is responsible for ensuring that all WAF vehicles, plant, machinery, and mobile equipment assigned within the region are managed, maintained, and operated in a safe, efficient, reliable, and cost-effective manner. The role supports the delivery of uninterrupted operational services by ensuring fleet assets remain compliant, roadworthy, and readily available to meet business requirements.
    • Fleet Maintenance, Compliance and Asset Management
      • Ensure all WAF vehicles, plant, machinery, and fleet assets are properly maintained, serviced, registered, licensed, inspected, and operated in accordance with legal requirements, manufacturer specifications, and WAF policies and procedures.
      • Plan, coordinate, and supervise activities related to the procurement, commissioning, servicing, repair, maintenance, disposal, and replacement of fleet assets.
      • Monitor fleet condition, utilization, and performance to ensure maximum operational efficiency and asset availability.
      • Ensure vehicle and machinery records, maintenance histories, registrations, insurance documentation, and compliance certifications are accurately maintained and updated.
      • Monitor and manage preventive maintenance programs to reduce equipment failures, unplanned breakdowns, and operational disruptions.
      • Coordinate and work closely with service providers, contractors, and external vendors to ensure quality workmanship and timely completion of repairs and maintenance activities.
      • Direct and coordinate roadside recovery, emergency repairs, and off-site maintenance activities to minimize vehicle downtime and ensure continuity of operations.
    • Fleet Operations and Driver Management
      • Supervise the day-to-day operation of fleet resources, ensuring vehicles and machinery are allocated and utilized effectively to support operational requirements.
      • Monitor driver and operator compliance with WAF policies, road traffic regulations, safety requirements, and vehicle operating procedures.
      • Conduct regular vehicle inspections and audits to ensure fleet assets remain safe, clean, serviceable, and fit for purpose.
      • Assist in scheduling and coordinating drivers and operators to support fleet operations, emergency works, project activities, and regional service delivery requirements.
      • Support after-hours fleet operations and emergency response activities when required.
    • Risk Management and Incident Control
      • Promote a strong safety culture across fleet operations by ensuring compliance with all health, safety, environmental, and transportation regulations.
      • Investigate vehicle accidents, incidents, damages, misuse, and driver-related complaints, and recommend appropriate corrective and preventive actions.
      • Monitor driver behaviour, vehicle condition, and operational risks to minimize accidents, injuries, misuse of assets, and unnecessary repair costs.
      • Ensure all incidents are properly documented, reported, and managed in accordance with WAF policies and procedures.
    • Fleet Planning and Operational Support
      • Provide timely, accurate, and professional technical advice, operational reports, and recommendations to the Team Leader Fleet regarding fleet performance, asset conditions, utilization trends, and future fleet requirements.
      • Assist in the development, implementation, and review of fleet policies, procedures, systems, and continuous improvement initiatives.
      • Contribute to fleet budgeting, forecasting, lifecycle planning, and asset replacement programs to ensure long-term fleet sustainability and cost efficiency.
      • Identify opportunities to improve fleet utilization, reduce operating costs, enhance service delivery, and optimize resource allocation across the region.
    • Regional and Emergency Operational Support
      • Coordinate fleet resources and driver availability to support operational and emergency requirements outside normal working hours.
      • Arrange drivers and operators for the transportation of vehicles, machinery, and specialized equipment to operational sites and project locations.
      • Support the deployment and scheduling of WAF-owned water carts during drought events, emergency water disruptions, and planned water carting operations.
      • Coordinate the timely transportation, deployment, collection, and maintenance of Mobile Tower Lights (MTLs) and other operational support equipment for work sites and emergency activities.
      • Provide fleet support during natural disasters, emergency responses, and business continuity operations as directed.
    • Procurement and Fleet Improvement
      • Actively participate in Tender Evaluation Committees and procurement activities relating to vehicles, plant, machinery, fleet services, fuel contracts, and maintenance agreements.
      • Contribute technical expertise and operational recommendations to ensure the acquisition of fit-for-purpose, reliable, safe, and cost-effective fleet assets.
      • Assist in evaluating fleet suppliers, service providers, and contractors to ensure value for money, compliance, and service quality.
      • Support the implementation of modern fleet management practices, technologies, and performance improvement initiatives that enhance operational effectiveness and asset reliability.
    • Fuel Management and Monitoring
      • The Supervisor Fleet Central/Eastern is responsible for ensuring the effective management, monitoring, and control of fuel consumption across the WAF fleet to promote accountability, cost efficiency, and compliance with fleet management policies.
      • Monitor and analyse fuel usage and consumption trends across all fleet vehicles, plant, and machinery to ensure efficient utilization of fuel resources.
      • Review fuel transaction reports, fuel card usage records, vehicle utilization data, and mileage reports to verify accuracy, identify discrepancies, and ensure compliance with approved fleet procedures.
      • Investigate fuel-related anomalies, irregularities, unusual consumption patterns, excessive fuel usage, suspected misuse, unauthorized purchases, or potentially fraudulent activities, and recommend corrective actions where necessary.
      • Conduct regular reconciliation of fuel consumption against vehicle mileage, operating hours, and work activities to ensure accountability and accuracy of fleet records.
      • Liaise with fuel suppliers and service providers to resolve fuel card issues, transaction discrepancies, billing concerns, and operational challenges affecting fleet activities.
      • Facilitate and coordinate the timely top-up to TL Fleet, issuance, replacement, suspension, and management of fuel cards to ensure uninterrupted fleet operations.
      • Maintain accurate records of fuel card allocations, cardholder responsibilities, fuel limits, and authorized usage to support effective fuel control measures.
      • Provide guidance and awareness to drivers and operators on responsible fuel usage practices, fuel card compliance requirements, and cost-conscious vehicle operation.
      • Prepare periodic fuel performance reports, highlighting fuel expenditure, consumption trends, variances, anomalies, and opportunities for efficiency improvements.
      • Recommend and implement initiatives aimed at reducing fuel costs, improving fuel efficiency, minimizing wastage, and enhancing environmental sustainability across fleet operations.
  2. Professional Development and Competency Management of Fleet Drivers and Operators
    • The Supervisor Fleet Central/Eastern is responsible for ensuring that all WAF drivers and operators possess the required skills, competencies, certifications, and knowledge to safely and effectively operate fleet vehicles, plant, machinery, and specialized equipment. The role is accountable for fostering a culture of safety, professionalism, compliance, and continuous improvement across all fleet personnel.
    • Conduct regular assessments of driver and operator competencies, practical skills, and operational performance to ensure compliance with relevant legislation, manufacturer requirements, and WAF standards.
    • Carry out periodic on-the-job evaluations, competency checks, and operational audits to verify that machinery and vehicles are being operated safely, efficiently, and in accordance with approved procedures.
    • Monitor compliance of all WAF-authorised drivers with Road Traffic Regulations, WAF Fleet Policies, Fleet Manual requirements, Safe Operating Procedures (SOPs), and Health and Safety standards.
    • Identify skills gaps and training requirements through performance monitoring, incident investigations, vehicle inspections, audits, and operational reviews.
    • Develop and coordinate driver and operator awareness programs, toolbox sessions, defensive driving initiatives, and safety campaigns to improve operational performance and reduce fleet-related risks.
    • Coordinate and facilitate induction programs, licensing requirements, refresher training, competency development programs, and specialized equipment operator training.
    • Maintain accurate records of driver licences, operator certifications, training attendance, competency assessments, and compliance requirements.
    • Support recruitment processes for fleet personnel, including candidate assessment, practical evaluations, onboarding, and probation reviews.
    • Participate in the performance management process by providing feedback, coaching, mentoring, and performance evaluations for drivers and operators.
    • Promote a culture of accountability, customer service, professionalism, and continuous learning within the fleet team.
  3. Timely, Accurate and Compliant Reporting
    • The Supervisor Fleet Central/Eastern is responsible for ensuring that all fleet-related reporting requirements are completed accurately, professionally, and within prescribed timeframes. This includes maintaining reliable fleet information and providing management with meaningful analysis to support strategic and operational decision-making.
    • Ensure all internal and external fleet reporting requirements are fully understood, maintained, and completed in compliance with relevant standards, policies, legislative requirements, and reporting deadlines.
    • Prepare, analyze, and submit weekly, monthly, quarterly, and annual fleet performance reports as required by management.
    • Produce reports relating to fleet utilization, maintenance costs, fuel consumption, vehicle downtime, accident trends, driver performance, compliance matters, and asset condition.
    • Maintain accurate fleet databases, records, registers, and management information systems to support effective decision-making.
    • Monitor and report key fleet performance indicators (KPIs), identifying emerging trends, risks, opportunities, and areas for improvement.
    • Provide management with meaningful analysis, recommendations, and operational insights to support business planning, budgeting, procurement, and asset replacement decisions.
    • Ensure timely submission of reports relating to vehicle accidents, insurance claims, investigations, and regulatory compliance requirements.
    • Respond promptly and professionally to ad hoc information requests from management, auditors, regulatory agencies, and other stakeholders.
    • Support audit processes by maintaining accurate documentation and ensuring fleet records are readily available when required.
  4. Teamwork, Collaboration and Leadership
    • The Supervisor Fleet Central/Eastern plays an important leadership role in fostering teamwork, collaboration, and positive working relationships across WAF. Qualification and Experience Requirement
  • The Applicant must possess A Trade Diploma in Automotive Engineering, Mechanical Engineering, Transport Management, Fleet Management, or a related technical discipline with A minimum of five (5) years' relevant work experience in fleet management, transport operations, workshop supervision, vehicle maintenance, or a related field.

  • A Trade Certificate in Automotive Mechanical Engineering, Automotive Electrical Engineering, Automotive Electronics Engineering, Heavy Equipment Maintenance, or a closely related field with A minimum of seven (7) years' relevant work experience in fleet management, automotive maintenance, plant and equipment operations, transport coordination, or a similar environment
  • Additional qualifications and certifications in Fleet Management, Occupational Health and Safety (OHS), Transport Operations, Leadership, Procurement, Asset Management, or Project Management will be considered an advantage.
Skills and Abilities
  • Demonstrated experience in supervising drivers, operators, technical staff, contractors, and service providers.
  • Experience in managing vehicle maintenance programs, fleet compliance requirements, asset utilization, procurement processes, and operational logistics.
  • Experience in budget monitoring, reporting, performance management, and stakeholder engagement is desirable.
  • Excellent verbal and written communication skills, with the ability to effectively engage with employees, management, contractors, suppliers, regulatory authorities, and other stakeholders.
  • Strong report writing, analytical, and problem-solving skills, with the ability to provide practical recommendations and solutions.
