About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

Navakai WWTP. This role provides sound technical and operational advice relating to wastewater treatment systems, operational processes, and regulatory compliance requirements. This responsibility includes facilitating and improving the provisioning of wastewater treatment plant operations, supervising the treatment plant operators and its operations to ensure safe t and compliant effluent discharge and solid waste, inspection, audit, verification and maintenance of wastewater treatment infrastructure in accordance with best practices.The position reports to Supervisor Wastewater Treatment Plant and works collaboratively with internal stakeholders, contractors, and regulatory bodies to ensure high standards of operational performance, compliance, and environmental stewardship are achieved and maintained.

Key Accountabilities
  • Ensure effective & efficient WWTP Operations through Intermittent Decanted Extended Aeration (IDEA) process by:
    • Inspecting inlet screens and remove screenings.
    • Check influent and effluent flow rates.
    • Monitor aerators, blowers, and pumps.
    • Measure dissolved oxygen in the aeration basin.
    • Check mixed liquor condition
    • Observe settling performance and sludge blanket depth.
    • Operate the decanter during decant phase
    • Waste excess sludge to aerobic digestors
    • Inspect drying beds and sludge condition.
    • Collect samples for laboratory testing.
    • Record operational data and equipment status
    • Respond to alarms or equipment faults.
  • Timely preparation and submission of Fortnightly Operations Dashboards data for Treatment Operations to supervisor.
  • Provide effective management and supervision for Operations and Maintenance functions of the Navakai wastewater treatment plant.
  • All Standard Operating Procedures developed for the wastewater treatment plant and adherence.
  • Oversee and coordinate the day-to-day operation of the wastewater treatment plant and associated infrastructure (e.g. aerators, pumps, lagoons, digestors) with supervisor.
  • Collect, Analyse, interpret operational data such as flow rates, process readings, and effluent quality.
  • Operational efficiency and effectiveness of WAF is expertly supported
    • Daily system performance report provided;
    • Reduction of sewage spills and overflows ensured
    • PSIP submissions on systems improvements prepared
    • Operational efficiencies ensured
    • Operation of pumps maintained as scheduled and determine Pump Efficiency
    • Standby pumps in all stationed provisioned
    • Work orders updating GIS unit regularly provided
  • Appropriate and timely assistance provided to the Supervisor Wastewater Treatment and Supervisor NWWTP for:
    • Daily system performance report provided;
    • Develop and prepare annual capital project listing in line with operational requirements, asset replacement, wastewater inflow & infiltration programmes, etc and submission for review;
    • Identifying key areas of infrastructure improvements based on operational challenges; and
    • Formulation, development and implementation of operational and maintenance plans for the Operations and Maintenance function.
  • All resources within their responsibilities are utilised to the optimum at minimised cost
  • Treatment process monitoring and recording carried out accurately.
  • In coordination with the supervisor wastewater treatment plant, develop and implement a functional shift roster to enable continuous monitoring and operations of the wastewater treatment operations.
  • Documentation and recording of information accurately provided
  • Administrative duties professionally provided
  • The work and activities of others coordinated efficiently
  • Budget monitored and maintained
  • Strong working relationships with key stakeholders, including the public, and WAF departments established for:
    • Timely complaints resolution
    • Efficiently raising awareness of treatment issues and WAF's approach to resolving the same
  • Coordination with Mechanical & Electrical Unit to ensure the proper functioning of all wastewater aerators and gearboxes.
  • Ensure all Mechanical & Electrical Components & Assets are upgraded, serviced and operated efficiently to reduce downtime.
  • Carry out asset criticality assessment on treatment components.
  • Timely raising of materials requisition and coordination with stores for timely purchase and delivery ensured
    • Material availability maintained at the required level at all times
    • Procurement of critical spares for Wastewater treatment plants and ensure all critical spares are readily available in stores for Planned Preventative Maintenance or proactive maintenance.
    • Coordinate with Facilities Officer and team for timely upgrade and renovation of Wastewater treatment plant.
  • Quality research and proposals on innovative sewer maintenance processes & new methodologies that are applicable to WAF operations led and/or reported to superiors
  • Effective planning of the following delivered:
    • Wastewater operation and maintenances
    • Workforce/staffing
    • Tools & machinery.
  • Sewer collection outcomes duly consider financial risk or gain for WAF
  • Efficient and effective delivery of wastewater services to all customers ensured
  • Ensure that Wastewater facilities, work procedures & work personnel are OHS compliant
  • relevant Supervisors, Team Leaders, Engineers and Managers
  • Sewer upgrading works and new developments effectively assessed and timely contributions to cost/time estimation ensured
  • Procedures and compliance continuously improved ensuring growth in efficiency and effectiveness

  • Participate in planning plant upgrades, process enhancements and capital improvement works.
  • Carry out any other duties assigned by the Supervisor WWTP, Team Leader Wastewater Management and Senior Engineer Treatment.
Qualification and Experience Requirement
  • The Applicant must possess a Trade Certificate III/IV in Electrical or Mechanical/Industrial Laboratory with at least 7 years if experience
    OR
  • A Diploma in Electrical or Mechanical/Industrial Laboratory with at least five (5) years relevant experience.
Skills and Abilities
  • Sound understanding on wastewater reticulations and system operations, processes and on wastewater treatment.
  • Sound understanding of the IDEA treatment process and activated sludge principles.
  • Experience in inspecting and maintaining pumps, blowers, air compressors, valves, motors, decanters and other plant equipment.
  • Proven knowledge to effectively utilize information technology, including computerized control & monitoring systems (g. SCADA), geographical information systems (GIS), and engineering plans & drawings in making operational and maintenance decisions.
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices
  • Demonstrated ability to develop cost-effective solutions that are commercially focussed
  • Experience in formulating and implementing operational policies and guidelines
  • Good computer skills in network analysis using software such as AutoCAD
  • Proficient with MS office software applications;
  • Demonstrated ability to manage people effectively in a challenging environment
  • Ability to multitask as well as delegate whilst maintaining accountability.
  • Analyse operational data and optimise plant performance.
  • Knowledge of Environmental regulations and discharge standards.
  • A good understanding of the budgeting process and prescribed expenditure procedures
  • Possess a valid driving license
