About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Technical Officer Rural is responsible to assist the Supervisor to perform tasks assigned to ensure that all WAF rural daily operations and maintenance works, ensuring sustainable, quality and safe drinking water in accordance with WHO standards. The position reports to the Supervisor Rural (North).

Key Accountabilities
  • Effective supervision of fully compliant Rural Water Systems and its operations
  • Timely and relevant assistance provided to the Supervisor Rural for the successful delivery of the following:
  • Plan, coordinate, implement and supervise activities of workers engaged in operation and maintenance within the system.
  • Assist in the developing of Standard Operating Procedures (SOPs)
  • Conduct surveys and consequently prepare survey reports.
  • Problem Statement, Business Case and WSMP compilation.
  • Assist in developing work schedules for staff (based on annual work plan objectives) and preventative maintenance schedules for EPS System and Rural Water Systems within designated region developed and successfully implemented
  • Conduct PPM on all rural schemes
  • Attend stakeholders’ meetings (district/ provincial meetings/ Government entities, etc.).
  • Identify, locate and repair faults in rural water supply systems.
  • Annual budget for Rural unit effectively monitored upon implementation and achieved
  • Budget variances identified and appropriately addressed in consultation with Supervisor Rural
  • Advice provided on the enhancement of operational practices and guidelines to provide high quality and efficient service delivery, for designated Rural Water Supply
  • Effective and efficient delivery of the following ensured:
  • Resource planning and coordination of Rural team in designated region delivered to effectively and efficiently deliver quality and consistent water supply services
  • Continuous improvement and rural water safety awareness in rural water systems operations that resulted in improved rural water service delivery
  • Quality and timely reports and technical advice provided to management on the performance of rural water system operations, water supply systems and WAF business objectives that are relevant to the designated region
  • Hygiene and housekeeping standards effectively enforced and complied with by all staff
  • All Rural staff within the designated region fully compliant at all times with all relevant legislations, regulations, requirements, including the following:
  • Fiji National Drinking Water Quality Standards
  • Rural Water Supply and Sanitation Policy
  • WAF Fleet Manual 2021
  • WAF Procurement Policy 2021
  • OHS Management System regulations and Personal Protective Equipment (PPE) requirements etc.
  • Ensure transparency and documentations on movement of Rural Projects materials.
  • Effective relationship management in relation to meeting external stakeholders, including but not limited to Provincial Councils, Advisory Councillors, Village Headman, community leaders etc. delivered
  • Timely, quality and compliant construction project reporting
  • All internal and external (if any) reporting requirements fully understood and correctly executed
  • Robust and relevant periodic reports prepared and submitted
  • Superiors provided with useful information combined with analysis and interpretation, for decision making
  • Recommendations on improvements and changes within the water supply systems reported
  • Ad-hoc information request by superiors addressed in a timely manner
  • Human capital management
  • Effective oversight, coaching, mentoring of Rural staff within the designated region delivered
  • Relevant performance measures established for staff, timely performance appraisals carried out and action items resolved (supporting both strengths and weaknesses) in consultation with the HR Department and other relevant parties
  • Disciplinary actions carried out in consultation with the Supervisor Rural and HR Department and in full compliance with all relevant laws, legislations and internal requirements
  • Opportunities that encourage active employee participation provided to staff and team goals and targets achieved
  • Motivational support provided through development and staff recognised and rewarded for their achievements in line with business goals
  • Low staff morale identified and creative ways to make work rewarding implemented

Qualification and Experience Requirement
  • The Applicant must possess a Trade Certificate III/Certificate IV in Plumbing & Sheet Metal or Welding & Fabrication and/or Carpentry or equivalent with at least 7 years of relevant experience
    OR
  • Trade Test Certificate III in Pipe Fitter / Plumber (General) or equivalent with at least 3 years of experience in the field of water & wastewater operations and maintenance
Skills and Abilities
  • A good understanding of the budget and expenditure procedures and processes;
  • An ability to supervise operational activities within budget and to the satisfaction of stakeholders
  • Ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available
  • Experience with MS Office software, GIS, Gentrack and HRSS software
  • Demonstrated ability to manage people effectively in a changing environment
  • Ability to work with the construction team
