About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Manager Infrastructure Delivery is responsible for leading and managing the WAF capital works programs, and effective implementation of the capital program ensuring that all projects are completed on time, within budget, and of desired quality. The incumbent will support the achievement of the authority’s strategic goals, ensuring the optimum balance between costs, risks and benefits. This position reports to the Chief Infrastructure Delivery Officer.

Key Accountabilities
  • Implementation of the Project Delivery Framework to secure the appropriate Project Execution & Handover, review, and closure of the project as per the defined project delivery framework.
  • Managing projects (urban and rural projects) to ensure the delivery of the project on time, ensuring quality, and safety within the budgeted cost.
  • Managing the stakeholder issues, communication, contract management, and project management, Risk management, precisely addressing the 10 knowledge management areas of PMBOK, PMI.
  • Ensuring the optimum budget utilization through implementing the appropriate project management practices including monitoring the procurement of the schemes, and land issues to the securing of closer reports.
  • Establishing and standardization of every possible process flow, adaptation, and implementation of IT enable lifecycle monitoring system, development of SOPs, standards form/template to capture information and create dashboard to execute the projects within the contractual provision implementing the best project management techniques, and practices.
  • Overall management of the infrastructure delivery services based on the outlined contractual provisions, using of Fidic Contracts framework, administration of the contracts adhering to the FIDIC contracts especially claims assessment, assessment of value engineering proposal, and variations of the contract.
  • Managing the delivery of the various portions of the numerous projects by verifying consistency in the designs produced by the design team and/or consultants concerning design criteria and required standards, support to set up the Project management office, and implementing of the PMO to ensure the project management goals.
  • Support the scope development of the tender document and assist tendering process for procurement of the services.
  • Development of project management manual, preparing and maintaining project-specific components such as project program, risk register, cash flow monitoring, trackers, CPM, EVM, and rations to monitor utilization of resources and performance of the schemes etc. participate in the development, implementation, and monitoring of project work plans, tracking project deliverables and monitoring project delivery against forecasts plan
  • Establishing reporting formats, and templates of presentation for internal and external reporting (for example Monthly reviews, Internal Project Reviews, Internal organization and external stakeholder’s reviews, project risk assessments, annual reviews.
  • Develop policies, standard operating procedures and governance related documents to improve project delivery.
  • Carry out any other duties assigned by the Chief Infrastructure Delivery officer and Chief Executive Officer.
Qualification and Experience Requirement

The Applicant must possess a Degree in Civil Engineering or Construction Management with seven (7) years’ experience as a professional engineer with three (2) years’ experience in specialised managerial role.

Skills and Abilities
  • Demonstrated experience in infrastructure-related construction projects overseeing the construction of large infrastructural projects with knowledge of civil designs and constructability.
  • A safety champion with a demonstrated track record of good health and safety, quality, and environmental management compliance in delivering infrastructure projects.
  • Previous skills and experience in managing specialists/experts, contractors, and consultants to deliver successful projects
  • Demonstrated experience in managing people, with good leadership skills and management skills.
  • All financial and performance reporting on project portfolio for external donor agencies and internal use,
  • A good understanding and demonstrative knowledge of modern civil construction techniques and project management approaches are necessary skills to prepare reports, presentations, and dashboards.
  • Ensuring Audit compliances and donor covenants compliances adhering to the loan agreement and contractual obligation.
  • Willingness to travel
