About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Technical Officer (Support Services) is responsible for ensuring the completion of a variety of tasks related to repairs, maintenance, rehabilitation and upgrading works on Properties, Facilities and Water & Wastewater Infrastructure for the Water Authority of Fiji (WAF) within the Central and Eastern Division.

The role includes overseeing minor welding, joinery, and carpentry work required for the maintenance for operations and upkeep of WAF facilities in the region and performing general labor duties when requested to ensure efficient and effective operations are maintained.

The role also supports the upkeep and functionality of operational depots, workshops, treatment plant facilities, pump stations, and administrative buildings within the region. This includes assisting with minor civil works, structural maintenance, facilities upgrades, emergency response repairs, and ensuring WAF operational infrastructure remains safe, functional, and compliant with operational and safety standards. This role reports to Senior Facilities Officer operationally, with additional reporting to Manager Regional Operations for operational coordination and regional support works.

Key Accountabilities
  1. Ensure support services and facilities work are delivered effectively and efficiently
    • Timely, quality and expert assistance provided to the Senior Facilities Officer in the planning and delivery of the following
      • Assist in the preparation steps prior to beginning of projects or task given
      • Assist in the inspection, maintenance, and minor repair of WAF operational facilities including depots, treatment plants, pump stations, workshops, reservoirs, and administrative buildings within the region.
      • Must operate various hand tools, power tools and equipment used by support service team.
      • Prepare layouts and build foundation & anchorage
      • Assist in framing for concrete installations
      • Provide technical assistance during emergency works including burst mains, damaged facilities, storm related repairs, and urgent infrastructure reinstatement works when required.
      • Can assemble, erect and dismantle
      • Can Read & Interpret drawings Structural/Civil/Architectural drawings for the understanding of the construction.
      • Can supervise 5 or more employees
      • Assist in preparation of the RFQ, Evaluation Matrix, Monthly Report, Inspections Reports, SOF or any other assigned work from the Supervisor.
      • Assist in identifying material requirements, preparing material lists, and coordinating with Warehouse and Procurement teams to ensure availability of materials for maintenance and facilities works.
    • Prepare work plans/schedules for reinstatement and facilities repair & maintenance works completed successfully as per the required specification(s), quality and in a timely manner
      • Timely, relevant and quality supervision or technical assistance provided towards the successful execution of the following, as and when required
        • Conduct routine inspections of WAF facilities and infrastructure to identify structural defects, safety hazards, and maintenance requirements and report findings to the Senior Facilities Officer.
        • Relevant WAF Preventative Maintenance Programme outcomes as maintenance and planned preventative maintenance of WAF infrastructure attended to effectively and completed according to set guidelines
        • Manage the supervision of both the inhouse and outsourced repairs and maintenance works on WAF infrastructure and facilities in the Region.
    • Prepare, complete and submit daily and weekly reports on time and cost on all support services, reinstatement and facilities repair, or maintenance activities, ensuring expenses are maintained within allocated budget
    • Assist in maintaining facility maintenance records, infrastructure repair logs, and asset condition reports to support preventative maintenance planning
    • Ensure all materials and equipment’s are recorded and stored appropriately
    • Stock management ensured
      • materials managed effectively including stock ordering and management on sites and depot
    • Implemented safety measures for equipment operations, maintenance and storage for OHS compliance, with other company policies & Regulations and safety bylaws
      • Ensure works are carried out in accordance with WAF Occupational Health & Safety procedures including hazard identification, risk assessments, and safe work practices.
      • Ensure staff are equipped with proper PPE before carrying out works
    • Timely, accurate and complete documentation/progress reports compiled/completed and submitted to the Supervisor as and when required, for necessary action
      • All paperwork pertaining to the support service/ facilities / PPM carried out are maintained

        Financial and administrative documents pertaining to support service/ facilities /PPM are recorded, stored safely and then submitted accurately for verification, reconciliations and / or payment purposes

  2. Operationally compliant organisation

    • Risks associated with facilities upgrade and maintenance works effectively monitored and managed
    • WAF reinstatement standards are complied with
    • Ensure compliance with environmental management requirements including proper handling and disposal of construction waste and debris in accordance with environmental regulations.
    • Ensure possession and proper use of essential tools required for repair and maintenance activities as it is a mandatory requirement for the role.
    • Provide technical support during emergency response and disaster recovery works affecting WAF infrastructure following cyclones, flooding, or other natural events.

Qualification and Experience Requirement
  • The applicant must possess Trade Certificate III/ IV in Plumbing & Sheet Metal or Welding & Fabrication and/or Carpentry with at least 7 years of experience as a Service Technician /Water Fitter/Foreman or in the field of water & wastewater operations and maintenance
    OR
  • Trade Test Certificate Class III in Pipe Fitter or Plumber (General) with at least 3 years of experience as a Service Technician/Water Fitter/Foreman or in the field of water & wastewater operations and maintenance.
Skills and Abilities
  • Excellent understanding of carpentry/joinery/welding techniques and methods of installation and construction
  • Proficient in using electrical and manual equipment and measurement tools (powered saws, hammers, rulers etc.)
  • Knowledge and proficiency in the use of MS Office
  • Good understanding of the budget and expenditure procedures and processes
  • Thorough knowledge of water supply processes and policies
  • Basic knowledge of civil maintenance works including concrete repairs, minor structural works, and building maintenance activities.
  • Understanding of preventative maintenance practices for facilities and infrastructure.
  • Proven ability to work independently and under minimum supervision and willing to work on shifts, weekends and public holidays.
  • Ability to handle complex and unplanned tasks.
  • Ability to instruct, supervise and create a motivated environment amongst staff where goals can be achieved efficiently and effectively
  • Ability to guide and provide technical knowledge to Technicians’ in an efficient manner to achieve optimum operations and maintenance activities within given timeframe
  • Willingness to travel and remain at work site for a long period of time
  • Ability to read technical documents and Civil/Structural drawings for the purpose of successfully carrying out support services, reinstatement, facilities upgrade outcomes
  • Proven ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available
  • Ability to work in high risks environment effectively with required proper precaution and procedures
  • Experience with safely operating power tools and equipment with appropriate PPE.
  • Understanding Occupational Health and Safety Management Systems (OHSMS) and practices;
  • Must have a valid driver’s license
