About Our Organisation
The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.
We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.
Position Objective
The Graduate Engineer contributes to the efficient, compliant, and reliable operation of water treatment plants and associated systems across WAF. The role is responsible for undertaking technical and operational duties including production planning, management of treatment chemical distribution across the regions, and coordination with the National Water Quality Laboratory to support water quality monitoring and compliance.
The position also contributes to the planning and implementation of asset management activities for treatment plants and laboratories, including maintenance planning, asset performance monitoring, and identification of renewal and upgrade requirements. The incumbent analyses operational performance and cost of water production to support efficiency improvements and informed decision-making.
In addition, the role works closely with the Regional Operations, Water Treatment and SCADA & Instrumentation teams to support automation initiatives, system optimisation, and major upgrade planning. The position reports to the Manager Water Quality & Treatment and supports the broader objective of delivering safe, reliable, and sustainable water supply services.
Key Accountabilities
- Treatment Plant Operations & Performance
- Undertake monitoring and optimisation of water treatment processes including coagulation, flocculation, sedimentation, filtration, and disinfection to ensure efficient and reliable plant operations.
- Monitor treatment plant performance on a continuous basis and contribute to maintaining stable production outputs across all operating conditions.
- Analyse operational data and identify opportunities to improve production efficiency, reduce downtime, and enhance water treatment system reliability.
- Investigate operational issues and contribute to troubleshooting and implementation of corrective actions to restore optimal performance.
- Monitor plant housekeeping, safety conditions, and operational readiness to ensure facilities are maintained in a safe and efficient state at all times.
- Water Quality Compliance & Laboratory Coordination
- Ensure treated water complies with Fiji National Drinking Water Quality Standards (FNDWS) through routine monitoring, analysis, and reporting.
- Coordinate with the National Water Quality Laboratory (NWQL) to ensure timely sampling, testing, and interpretation of water quality results.
- Analyse water quality data trends, identify non-compliance, and initiate or recommend corrective actions to maintain compliance.
- Monitor compliance with regulatory requirements of the Department of Environment (DOE), Ministry of Health, and Environmental Management Act (EMA).
- Maintain proper documentation and records to support regulatory reporting and audit requirements.
- Asset Management, Maintenance & Reliability
- Contribute to the development, review, and implementation of Asset Management Plans (AMPs) for treatment plant facilities.
- Undertake conditional assessments and identify asset-related risks to support improved asset reliability and performance.
- Evaluate performance of plant equipment and systems to identify maintenance and improvement requirements.
- Coordinate and participate in Planned Preventive Maintenance (PPM) activities and scheduled shutdown works.
- Monitor availability of critical spares, pumps, equipment, and materials to minimise the risk of plant operational disruptions.
- Risk Management, Water Safety & Business Continuity
- Contribute to the development and implementation of Water Safety Plans (WSPs) to manage risks across the water supply chain.
- Maintain and update treatment plant risk registers, ensuring risks are identified, assessed, and mitigated effectively.
- Track implementation of risk mitigation measures and report on risk status to management.
- Participate in development and execution of Business Continuity Plans (BCPs) for treatment plant operations.
- Participate in emergency preparedness activities, including simulation exercises and response planning for unplanned events.
- Energy Management & Process Optimisation
- Monitor energy consumption of treatment plants and pumping systems to identify inefficiencies.
- Undertake analysis of operational data to support energy optimisation and cost reduction initiatives.
- Identify and contribute to implementation of energy efficiency improvement measures.
- Contribute to process optimisation and re-engineering initiatives to enhance treatment performance and efficiency.
- Analyse cost of water production and recommend practical cost-saving measures without compromising water quality.
- SCADA, Automation & Data Management
- Coordinate with SCADA and Instrumentation teams to enhance system monitoring, control, and automation capabilities.
- Undertake data collection, validation, and analysis to support operational decision-making and performance improvement.
- Maintain accurate and up-to-date operational and asset records within SCADA, GIS, and asset management systems.
- Ensure data integrity and proper documentation of operational activities for reporting and analysis purposes.
- Procurement, Chemical Management & Planning
- Contribute to preparation of technical specifications, Bills of Quantities (BOQs), Request for Quotations (RFQ’s) and tender documentation for treatment plant requirements.
- Participate in procurement processes including technical evaluations, inspections, and quality assurance activities.
- Monitor chemical usages, dosing performance, and stock levels to ensure optimal treatment efficiency.
- Identify and report potential risks related to chemical shortages or supply chain issues.
- Contribute to development of procurement and inventory plans to ensure uninterrupted plant operations.
- Infrastructure Planning & Capital Works Support
- Contribute to technical assessments for treatment plant upgrades, expansions, and rehabilitation projects.
- Analyse operational and performance data to support capacity planning and future demand forecasting.
- Participate in preparation of CAPEX and OPEX estimates for treatment plant improvements.
- Provide technical input into project planning and ensure alignment with operational and strategic requirements.
- Reporting, Documentation & Continuous Improvement
- Prepare accurate, timely, and relevant technical, operational, and compliance reports for management.
- Monitor key performance indicators (KPIs) and track progress of operational and improvement initiatives.
- Maintain proper documentation of operational activities, reports, and technical records.
- Develop and update Standard Operating Procedures (SOPs), manuals, and technical guidelines for the treatment plants as required.
- Contribute to continuous improvement initiatives aimed at enhancing operational efficiency and service delivery.
- Stakeholder Coordination & Team Contribution
- Collaborate effectively with Regional Operations Teams, NWQL, SCADA & Instrumentation, M&E, OHS, Warehouse and Procurement units to support service delivery.
- Coordinate with internal and external stakeholders to facilitate operational and project requirements.
- Provide technical input and guidance to operational teams where required.

- Compliance, OHS & Governance
- Ensure compliance with WAF policies, procedures, and governance requirements in all work activities.
- Adhere strictly to Occupational Health and Safety (OHS) standards and safe work practices.
- Ensure compliance with all applicable national regulatory and environmental requirements.
- Maintain accurate documentation, records, and audit trails to support transparency and accountability
Qualification and Experience Requirement
- The applicant must possess a Bachelor’s Degree in Civil or Chemical or Mechanical or Electrical & Electronic Engineering with minimum of One (1) year experience.
Skills and Abilities
- Understanding of water treatment processes and plant operations.
- Basic knowledge of energy management and operational efficiency practices.
- Proficiency in MS Office (Excel, Word, PowerPoint & Outlook) and working knowledge of AutoCAD or modelling and simulation tools.
- Ability to analyse operational and water quality data and support decision-making.
- Strong problem-solving skills with the ability to identify issues and implement practical solutions.
- Ability to identify and manage risks within operational and field environments.
- Good understanding of regulatory and compliance requirements related to water quality and environment.
- Effective communication and report writing skills.
- Ability to work independently and within a team, demonstrating initiative and accountability.
- Willingness to learn, adapt, and work across multiple operational sites (Full Class 2 Driver’s License is an advantage).
