About Our Organisation
The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.
We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.
Position Objective
The Team Leader Risk, Compliance, and Investigation (TLRC&I) is responsible for leading and managing the Authority’s Risk Management, Compliance monitoring, and Investigation functions to ensure effective governance, ethical conduct) and adherence to internal and external requirements. This role reports to the Head of Internal Audit, Risk, Compliance and Investigations; provides indirect support to the CEO and the Audit, Risk & Finance Board Sub-Committee through compliance and investigation reporting and works collaborating with Team Leader Internal Audit.
Key Accountabilities
- Leadership & Team Management
- Lead, develop, and coach a team of Risk, Compliance and Investigation (RC&I) officers to deliver high quality Compliance Risk, and Investigation outcomes and monitor their performance on a day to day
- Foster a strong risk aware and compliance conscious culture across the organisation
- Encourage cross functional collaboration and cooperation to achieve organizational targets and goals.
- Identify gaps and opportunities for improvement in risk, compliance, and investigation practices, initiating projects to drive continuous improvement.
- Risk Management
- Monitor, maintain, and continuously improve the Enterprise Risk Management Framework across the organisation.
- Facilitate the identification and assessment of key enterprise risks (operational, financial, strategic, and regulatory) and independently monitor these risks through the maintenance of an up-to-date risk register, including likelihood) impact, mitigation measures, and assigned risk owners.
- Conduct risk assessments, develop risk heat maps, trend analysis, and recommend controls to manage or mitigate risks.
- Provide guidance and support to staff in understanding and applying the risk framework in day-to-day activities,
- Conduct Enterprise Risk Awareness Workshops and provide technical support for risk mitigation strategies,
- Report significant risk exposures and control issues to the Head of IARC&I and other relevant senior stakeholders.
- Promote a strong risk-aware culture by encouraging proactive identification, escalation, and open discussion of risks across all levels of the organisation.
- Encourage management and staff to take ownership of risks within their areas of responsibility, reinforcing clear risk accountability and ownership.
- Support a culture of transparency and timely reporting of risk incidents, near misses, and control weaknesses without fear of blame
- Compliance Management
- Develop, maintain, and execute the annual compliance plan aligned with organisational objectives and regulatory requirements.
- Monitor, review, and interpret relevant laws, regulations, and internal policies to ensure organisational compliance,
- Conduct compliance monitoring and review activities to identify gaps or non-conformance and advise management on corrective actions.
- Promote an ethical culture in line with WAF's Code of Conduct.
- Provide timely, relevant compliance advice, expertise, and support to all business divisions.
- Maintain Compliance Register for the organisation
- Investigation & Whistleblower Management
- Lead and coordinate investigations into internal misconduct, frauds breaches of policy, or other incidents ensuring fairness, objectivity, and confidentiality as directed by Head of IARC&I via IARC&I unit Charter and Whistleblower Policy,
- Manage day to day Whistleblower referrals received from the Head of IARC&I, CEO, Board, ensuring proper documentation, Investigation Register, processing, and investigation.
- Prepare investigative reports, briefs, and correspondence providing accurate information, recommendations, and advice to Head of IARC&I,
- Refer cases to external authorities (e.g., FICAC, Fiji Police) upon approval sought from Head of IARC&I and CEO.
- Assurance & Audit Support
- Support Internal Audit through provision of risk, compliance, and investigation insights, including risk registers, compliance outcomes, and investigation findings, to inform audit planning and assurance activities
- Track and follow up on the implementation of recommendations and closure of audit and investigation findings as per second line of defence criteria.
- Lead the delivery of second line control assurance programs, including Control Self Assessments and design effectiveness reviews.
- Policy, Procedures & Framework Development
- Maintain, review, and update Risk, Compliance, and Governance Frameworks, Policies, and Procedures to ensure alignment with legislative requirements, industry best practices, and organisational objectives.
- Identify opportunities for simplification, efficiency, and continuous improvement of frameworks, processes, and systems,
- Support the organisation's strategic objectives by ensuring all frameworks remain evidence-based
- Reporting & Advisory
- Prepare timely, accurate, and quality reports upon the direction of Head of IARC&I for Executive management, CEO, and Board on risk, compliance, and investigation matters.
- Provide guidance, technical support, and training to teams on risk awareness, ethical conduct, and compliance best practices,
- Advise management on emerging risks, compliance enhancement strategies, and governance improvement opportunities
- Assigns responsibility task and set teams objective and performance
- Stakeholder Engagement
- Develop strong relationships with internal and external stakeholders, including business units, service providers, and regulatory authorities
- Collaborate with divisions to facilitate risk and compliance activities, workshops, and control assessments
Qualification and Experience Requirement
- The Applicant must possess a Degree in Accounting/Finance/Legal and/or Risk Management with at least 5 years of experience at supervisory level and similar role
- Professional Membership for Institute of Accountants or equivalent and Professional Membership for Institute of Internal Auditors or Internationally Recognized Professional Body will be an added advantage
- A valid driver's license and the ability to drive are compulsory, as the role requires travel to WAF sites and locations across Fiji
Skills and Abilities
- Good working knowledge of risk management and policy, procedures, and tools development in this area
- Proven track record in organizational risk and compliance profiling analysis and reporting are essential
- Proven ability to work independently and to prioritise work objectives to meet deadlines
- Strong leadership, planning and interpersonal skills
- Proven experience in effectively managing teams
- Strong analytical skills and relevant risk management, as well as investigative experience
- Strategic thinking, complex problem resolution expertise
- Outstanding communication and presentation skills
- Ability to design and drive change
