About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor Electrical is responsible for leading and supervising the maintenance, repair and operation of WAF's electrical infrastructure and associated assets to ensure the safe, reliable and efficient delivery of water and wastewater services. The position oversees electrical maintenance teams, coordinates planned and emergency works, ensures compliance with statutory, safety and operational standards, and provides technical leadership to maintain the reliability and availability of critical electrical systems at WAF. The role also supports asset performance, continuous improvement, resource management and service continuity while contributing to the achievement of WAF's operational objectives. This position reports to the Team Leader Mechanical & Electrical.

Key Accountabilities
  1. Supervision and Leadership
    • Plan, oversee and manage the Electrical Technical Officers, Technicians, and Apprentices with their daily operational activities. Provide guidance, training, and support to ensure effective performance.
    • Develop and manage work schedules to ensure adequate coverage for operations, maintenance, and emergency response.
    • Conduct performance reviews and provide feedback to staff. Address any issues related to performance and conduct.
    • Quality and timely supervision of direct reports delivered to Superiors.
    • Sound and timely technical advice provided to the Technical Officer’s
    • Technical assistance provided to Technical Officers and Technicians for all relevant maintenance and repair works ensuring full compliance with WAF Standards and OHS Practices at all times.
    • Risks associated with electrical installations that may disrupt the continuous supply of water and wastewater services, efficiently and proactively identified and reported.
    • Superiors duly informed of any risks identified to the operation of both water and wastewater pump stations in the division.
    • All outcomes performed by workmen strictly comply with specifications, relevant rules, regulation, by laws and in accordance with good engineering practice
    • Adequate Electrical spares are available in stock to support the normal operations and maintenance works and also contingency for emergencies in place.
  2. Maintenance and Operations
    • Conduct regular inspections of pump stations and electrical infrastructure to identify signs of potential failures. Ensure that all systems are operating within specified parameters.
      • Routine inspections to various stations effectively carried out to ensure that outcomes delivered by staff are of good quality.
      • Work progress for the Electrical team effectively monitored and reported.
      • Staff performance and service delivery improvements identified and resolved promptly.
    • Develop and implement standard operating procedures (SOPs) for routine maintenance tasks.
    • Utilize diagnostic tools and software to monitor the performance of pumps and motors. Analyse data to identify trends or anomalies that could indicate potential issues.
    • Create and maintain a preventive maintenance schedule based on manufacturer recommendations, operational data, and historical performance. Adjust schedules as needed to reflect changing conditions or equipment usage.
    • Maintain detailed logs of all preventive maintenance activities, including dates, tasks performed, and any observations or corrective actions required.
    • Employ diagnostic techniques to troubleshoot complex electrical issues, such as megger testing, thermal imaging, and other electrical tests.
    • Oversee and perform corrective repairs, including disassembly, inspection, replacement of faulty components. Ensure repairs are completed to high standards and equipment is restored to optimal performance.
    • Coordinate with staff and stakeholders to manage timely maintenance of Diesel Generators.
  3. Safety and Compliance
    • Ensure that all operations comply with safety regulations and standards. Conduct regular safety inspections and enforce safe working practices.
    • Ensure compliance with external stakeholders, environmental regulations, industry standards, and utility-specific guidelines. Maintain necessary documentation and records.
      • Standard Operating Procedures (SOP) for all the major repair and maintenance works involving major water shutdown developed, reviewed and revised where required.
      • Full compliance with SOP, legislative, regulatory and international standards delivered by staff
      • Ensure all the Repair and Maintenances are carried out according to set policies and procedures of WAF, Ministry of Labour and Ministry of Health etc.
      • Work procedures and work personnel are OHS compliant
      • Use of PPE gear enforced for workmen at all times
      • Work area risks identified and effectively mitigated/managed
  4. Technical Expertise
    • Conduct energy audits and performance evaluations to identify opportunities for improving the efficiency of pump systems. Implement modifications or upgrades to enhance system performance and reduce operational costs.
    • Keep up to par with emerging technologies and innovations, and recommend their integration to improve system reliability and efficiency.
    • Provide expert advice and solutions for complex technical issues that arise during operations or maintenance. Serve as a point of contact for troubleshooting guidance from external technical support or manufacturers.
    • Offer technical training to staff on the latest equipment, techniques, and best practices to ensure the team remains proficient and knowledgeable.
  5. Budget and Resource Management
    • Assist in the preparation and management of the OPEX- maintenance and repair budget. Monitor expenditures and identify cost-saving opportunities.
    • Manage the inventory of electrical spare parts and tools. Ensure that resources are used efficiently and that inventory levels are maintained.
  6. Reporting and Documentation
    • Maintain accurate records of maintenance activities, repairs, and inspections. Prepare reports for management, including performance metrics and incident summaries.
    • Ensure all equipment manuals, schematics, and maintenance logs are up-to-date and accessible.
    • Timely compilation and reporting of the Work Order forms for each complaint attended by direct reports ensured.
    • Effective documentation ensured and maintained at all times
      • Duly completed worksheets while working with various WAF & hired plant in carrying out Electrical works delivered and maintained
    • Robust analysis of relevant data collected by staff encouraged and ensured, with well-informed decision making ensured
      • Data reviewed, refined and reported to the Electrical Engineer with relevant recommendations
      • Data accuracy and integrity maintained at all times
  7. Project Management
    • Develop comprehensive project plans, including scope, objectives, timelines, and resource requirements. Coordinate with engineers, contractors, and other stakeholders to ensure project goals are met.
    • Appropriate and timely assistance provided to the Electrical Engineer for:
      • The preparation of accurate operational- OPEX, CAPEX and PSIP budgets
      • Identifying key areas of infrastructure improvements based on service orders attended to by direct reports
      • Quality research and proposals on innovative processes, technologies etc. that are applicable to WAF's Mechanical and Electrical unit led and/or reported to superiors
      • Formulation, development and implementation of operational and electrical maintenance plans for the Mechanical and Electrical Department
    • Monitor project execution to ensure adherence to quality standards and specifications. Conduct regular project reviews and inspections to verify progress and address any issues promptly.
    • Manage project budgets, including cost estimation, tracking expenditures, and financial reporting. Ensure projects are completed within budget and identify any financial discrepancies or cost overruns.
    • Identify potential risks associated with projects and develop mitigation strategies. Address any unforeseen challenges that arise during project implementation
  8. Emergency Response
    • Develop and maintain emergency response protocols for electrical controls and pump system failures, environmental hazards, or other critical incidents. Ensure all team members are familiar with these protocols and trained to execute them effectively.
    • Coordinate response efforts with emergency services, such as fire departments or environmental agencies, to manage incidents involving hazardous materials or significant system failures.
    • Establish clear lines of communication with internal teams during emergencies to ensure coordinated and efficient response efforts.
    • Manage communication with the public and stakeholders regarding the nature of the emergency, its impact, and the steps being taken to resolve it. Provide updates and information as necessary to maintain transparency and trust.
  9. Customer and Stakeholder Communication
    • Communicate effectively with utility customers, regulatory agencies, and other stakeholders regarding electrical faults, pump operations and issues.
    • Address any public concerns or inquiries related to pump system performance or maintenance activities
    • Effective development of human capital
      • Effective oversight, coaching, mentoring of staff delivered
      • Training needs for staff effectively monitored in partnership with Team Leader M&E and appropriately addressed in consultation with the HR Departmen
      • Disciplinary actions carried out in consultation with the Team Leader and HR Department and in full compliance with all relevant laws, legislations and internal requirement

Qualification and Experience Requirement

The Applicant must possess a Diploma in Electrical & Electronic or Electrical Engineering with 5 years of experience in supervisory and electrical maintenance work, with a focus on LV, MV and HV switchboards and pump control systems, Transformers, generators and related electrical infrastructure. Experience should include a combination of hands-on maintenance and supervisory roles. Previous experience working in a water and wastewater utility, or similar industrial setting, is highly desirable

Skills and Abilities
  • Thorough knowledge and understanding of safety regulations and compliance requirements relevant to electrical work in water and wastewater utilities. Ability to ensure that operations adhere to industry standards and regulations.
  • Demonstrated experience in a supervisory or managerial role, with responsibility for overseeing a team of electrical personnel.
  • Strong understanding of electrical systems (e.g., Transformers, switchboards, control systems, etc.).
  • Ability to troubleshoot electrical faults and remedy complex electrical issues.
  • Knowledge of preventive and corrective maintenance practices, including the ability to develop and implement maintenance schedules and procedures.
  • Proficiency in using diagnostic tools and techniques to identify and address system issues.
  • Skills in managing resources, including personnel, equipment, and materials, to ensure project success and operational efficiency.
  • Ability to manage projects from planning through to execution, including budgeting, scheduling, and quality control. Experience with project management methodologies and tools.

  • Must have a valid EFL wireman’s license and Group 2 (Manual) driving license.
