About Our Organisation
The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.
We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.
Position Objective
The Technical Officer (Maritime & Outer Islands) is responsible for the end-to-end oversight of WAF’s daily operations across the designated maritime and outer islands, ensuring the continuous provision of quality and safe drinking water in accordance with Fiji National Drinking Water Quality Standards (FNDWQS). The position oversees island operations and water-related service requests; manages fuel for island installations; maintains pumps and generator sets (gensets); carries out valve operations; drives Non-Revenue Water (NRW) reduction at island level; manages rosters and overtime prudently in line with the WAF HR Policy; provides consistent and timely operational reporting; and represents WAF at stakeholder meetings in the islands. The Technical Officer ensures full compliance with WAF policies, including the WAF HR Policy, Procurement Policy, Inventory SOPs and the OHS Management System (OHSMS). The position reports to the Supervisor Maritime & Outer Islands.
Key Accountabilities
- Effective and efficient oversight of island operations and water-related service requests
- Planning, coordination, implementation and supervision of operation and maintenance work plans of staff across the designated maritime and outer islands
- Effective leadership of a team of Technicians for the successful delivery of outcomes, including timely logistical operations for the purchase and distribution of materials to the islands
- Ensure the provision of good continuous quality and safe drinking water in accordance with Fiji National Drinking Water Quality Standards (FNDWQS) on the respective islands in a timely manner meeting predetermined schedules
- Ensure WAF installations are up to standard at all times
- Water-related service requests, faults and complaints received, logged, prioritised, actioned and closed out within agreed turnaround times, with a Work Order Form for each request duly completed
- Appropriate complaints management records maintained
- Complaints reporting requirements complied with at all times
- Complaints data analysis undertaken and key observations noted and reported to superiors
- Develop and execute preventative maintenance and asset replacement schedules; report regularly on asset health, lifecycle status and potential risks to service continuity
- Key areas of infrastructure improvements in the designated zone identified and reported to the relevant superiors
- Customers are satisfied with the level of service rendered in line with the WAF Customer Charter
- Engineers assisted in accurate and comprehensive water design systems; Project Leaders assisted in effective implementation of projects
- Superiors effectively assisted in the formulation, development and implementation of operational plans and Standard Operating Procedures (SOPs), the achievement of relevant strategic goals, and annual budget preparation for the designated zone, with actual expenditure monitored against the approved annual budget
- Housekeeping duties and daily completion of housekeeping ensured.
- Pumps and generator sets (gensets) maintained, serviced and reliable
- Planned Preventative Maintenance (PPM) schedules for all pumps, motors, gensets and associated plant on the designated islands developed, implemented and records maintained
- Routine servicing (oil, filters, coolant, belts, batteries) carried out in accordance with manufacturers’ specifications and service intervals
- Faults on pumping plant and gensets diagnosed and repaired promptly; unresolved faults escalated to the Supervisor with recommended actions
- Genset run-hours, servicing history and fuel consumption logged accurately; standby readiness maintained at all times
- Spare parts and consumables forecast and requisitioned in accordance with the Procurement Policy and Inventory SOPs
- Effective fuel management across island installations
- Fuel requirements for gensets, plant and, where applicable, vessels/outboards forecast and requisitions raised in a timely manner in accordance with the Procurement & Inventory Policy
- Fuel received, verified against delivery documentation, securely stored and safely handled in accordance with Inventory SOPs and OHS requirements
- Daily fuel issue and consumption records maintained and reconciled against genset run-hours and stock balances
- Fuel stock levels monitored to prevent stock-outs and interruptions to service; discrepancies investigated and reported immediately
- Safe and effective valve operations and network control
- Scheduled and reactive valve operations (isolation, zoning, pressure control and scouring/flushing) executed safely and accurately recorded
- Valve locations, status and condition verified during operations and records (including GIS where applicable) updated
- Planned shutdowns and supply restorations coordinated with timely notification to affected customers and stakeholders
- Support provided to pressure management and supply-zone configuration to optimise continuity of supply
- Non-Revenue Water (NRW) reduction delivered at island level
- Island-level NRW reduction activities implemented in line with WAF’s NRW Reduction Strategy, including active leak detection, prompt repair of visible leaks, meter accuracy checks and identification of illegal connections
- Production and consumption data collected and submitted to support water balance calculations for the designated islands
- NRW findings, repairs completed and estimated savings reported consistently to the Supervisor Maritime & Outer Islands
- Overtime and resources managed prudently
- Work rosters and shift arrangements planned so that operational requirements are delivered within normal working hours wherever practicable
- Overtime pre-approved, justified, accurately recorded and acquitted strictly in accordance with the WAF HR Policy and within approved budget limits
- Overtime returns submitted accurately and on time; overtime trends monitored and reduced through improved work planning
- Materials, tools, plant and vessels used efficiently, safeguarded and accounted for in accordance with Inventory SOPs and the Fleet Manual
- Timely, relevant, consistent and compliant reporting
- All internal and external (if any) reporting requirements fully understood and correctly executed
- Daily, weekly and monthly operational reports – including production and water quality data, faults and service requests, PPM completion, fuel logs, NRW data and overtime returns – prepared and submitted consistently and on time
- Superiors provided with useful information combined with analysis and interpretation, for the purpose of decision making
- Recommendations on improvements and changes within the water supply systems reported
- Ad-hoc information request by superiors addressed in a timely manner
- Records, files, documents, reports and correspondence complete, systematically filed and accessible
- WAF effectively represented in stakeholder engagement in the islands
- Stakeholder meetings (district/provincial meetings, Government entities, etc.) attended as WAF’s delegated representative in the designated islands
- Reporting on meetings as relevant
- Follow-through with stakeholders confirms WAF’s customer-focused commitments
- Compile and distribute Matrix of Action items and reporting of progress to stakeholders
- Community liaison maintained on planned works, service interruptions and water conservation matter
- Compliance with WAF policies, procedures and statutory requirements ensured
- Full compliance ensured in all activities with WAF policies and procedures, including the WAF HR Policy, Procurement Policy, Inventory SOPs, OHS Management System (OHSMS), Fleet Manual, Finance policies, Customer Charter and Code of Conduct
- Compliance with operational procedures (SOPs) ensured
- OHS measures implemented, including job safety analyses (JSAs)/toolbox briefings, supply and correct use of PPE, safe systems of work and confined space entry controls; incidents and hazards reported and investigated in accordance with the OHSMS
- Risk management to avoid workplace accidents is effective; risk management and mitigation plans are in place and compliance ensured
- Statutory and regulatory compliance ensured; non-compliance escalated in a timely manner
- Effective development of human capital
- Effective oversight, coaching, mentoring of staff delivered
- Training needs for staff effectively monitored in partnership with staff and appropriately addressed in consultation with the HR Department
- Relevant performance measures established for staff and timely performance appraisals carried out in line with the WAF HR Policy
- Disciplinary actions carried out in consultation with the supervisor and HR Department and in full compliance with all relevant laws, legislations and internal requirements

Qualification and Experience Requirement
- The Applicant must possess a Trade Certificate in Plumbing & Sheetmetal; Level 1, 2 and 3 with 7 years of experience
OR - Trade Test Certificate Class III with at least 3 years of experience.
Skills and Abilities
- A good understanding of the budget and expenditure procedures and processes;
- An ability to supervise operational activities within budget and to the satisfaction of stakeholders;
- Ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available;
- Logistical experience organising purchasing and distribution based on irregular timelines;
- Experience with MS Office software
- Familiar with GIS, Gentrack and HRSS software
- Demonstrated ability to manage people effectively in a changing environment
- Demonstrated experience in the operation, servicing and fault diagnosis of pumps and generator sets, including planned preventative maintenance scheduling
- Working knowledge of fuel handling, storage, record-keeping and reconciliation in line with inventory and OHS requirements
- Understanding of Non-Revenue Water concepts and practical leak detection techniques
- Confine space entry certification or proven ability to safely operate in confined spaces according to safety standards.
- Strong knowledge of local OHS acts and regulations and the WAF OHS Management System
- Ability to communicate and collaborate with internal and external Stakeholders with experience in developing engagement plans with regulatory authorities
- Physically fit and able to travel by sea and work on outer islands for extended periods, at times in adverse conditions
- Valid driving licence; coxswain or equivalent sea-safety certification an advantage
