About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Senior Finance Officer – Accounts Payable is responsible for providing financial, administrative, and clerical support to the Financial Accountant to successfully deliver Water Authority of Fiji's payments related outcomes. This role reports to the Financial Accountant

Key Accountabilities
  1. Effective and efficient creditor management services provided
    • Thorough understanding and execution of relevant payments procedures as per the related Finance SOP’s and Policies
    • Timely and accurate preparation of creditors'/contractors' payments delivered
    • Invoices from suppliers efficiently received and organised
    • Timely and correct creditor’s/contractors' reconciliation performed before any creditor's/contractors' EFT is processed
      • Reconciliation variances/issues resolved in a timely manner in consultation with relevant parties prior to processing of creditor/contractor EFT
    • Timely and correct preparation of payment vouchers ensured
      • All correct and relevant supporting source documents attached to payment vouchers
      • Appropriate checking/vetting procedures always applied
    • Timely and appropriate follow-up with creditors/contractors regarding payments ensured
    • Status of pending payments always monitored in consultation with other officers
    • Creditors/contractors informed, where needed, of timelines of EFT payments in consultation with the finance officer responsible for EFT process
    • Timely and correct preparation of the following ensured
      • Statutory deductions including SRL, Withholding Tax, VAT reversal etc
      • Monthly commitment accruals and journals
      • Weekly Payment reports, submitted to the CFO
      • Ensure that unutilised purchase orders are submitted for cancellation
      • Assist the accountant and senior accountant in identifying VAT reversable payments, for VAT claim
    • Timely and proper approval of invoices by the Centre/Branch concerned ensured
    • Current, accurate filing system that ensures records are secured, accessible and always maintained
    • Timely, relevant, and accurate reports prepared and submitted
    • Liaise with banks for exchange rates
    • Assisting HR in interviews
  2. Accounting function effectively supported
    • Timely and relevant contribution to the following ensured, as and when required
      • Drafting new accounting procedures and policies
      • Designing reporting templates and new forms
      • Providing relevant training to users
      • Assisting in the implementation of system improvements in consultation with the Financial Accountant
      • Assist with automation process
  3. Timely, relevant, and compliant reporting
    • All internal and external reporting requirements in regard to the outcomes of this role fully understood and correctly executed
      • Robust and relevant periodic reports prepared and submitted as and when requested
      • Finance Officer-Reconciliation and Operations Accountant provided with useful information combined with analysis and interpretation, for the purpose of decision making
      • Ad-hoc information request by superiors addressed in a timely manner
  4. Teamwork and cooperation
    • Cooperation within the team and greater function / department encouraged
    • Cooperation across functions / departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Financial Accountant effectively and efficiently addressed
  5. Organisational Values promoted and always demonstrated
    • Support toward the alignment of deliverables to organisational values and strategic directions ensured
    • Organisational values and good corporate and governance practices are complied with in delivering outcomes ensured
    • Any other related duties assigned by the Financial Accountant, Senior Accountants, Manager Finance and CFO
Qualification and Experience Requirement
  • Degree in Accounting or Finance
  • At least 3 years of relevant experience in a similar role
Skills and Abilities
  • Proficient with MS Office software’s and accounting software package
  • Highly motivated and organised, with strong work ethics and an inclination to work smart as part of a competent team
  • Good understanding of accounting/financial concepts and procedures
  • Sound knowledge of applicable laws, codes, and regulations
  • Excellent problem-solving skills
  • Excellent Interpersonal, communication skills
  • Ability to work independently and to prioritize work objectives to meet deadlines
