About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Supervisor NRW is responsible for managing all leak detection activities and operations for the designated region, successfully achieving established leak rate targets and effective human capital management ensuring staff development, empowerment and productivity. This position reports to the Team Leader NRW.

Key Accountabilities
  1. NRW function effectively supervised to achieve leakage control target(s)
    • Timely and relevant assistance provided to Team Leader NRW in the formulation of:
      • An annual OPEX (and CAPEX where applicable) budget
        • Annual budget effectively monitored and expenses maintained at or below the annual budget
      • Development of Standard Operating Procedures (SOPS) for the Unit
      • Scanning and understanding the leakage profile within the region and developing effective work plans to effectively prioritise and resolve leakages, MNF analysis (Minimum night flow)
      • Implementing proper traffic management, correct OHS practice and meeting quality assurance targets in partnership with FRA and other stakeholders
    • Effective and feasible performance measures, work plans and deadlines for direct reports and staff established and communicated to staff
      • Full compliance/alignment of the above with the Non-Revenue Water Plan and vision ensured
      • Relevant workflow developed for staff and staff fully understand their duties or delegated responsibilities
      • Performance measures successfully achieved including but not limited to minimum night flow and leakage rates
    • Timely and effective coordination/planning and ongoing monitoring of the following ensured:
      • All District Metered Areas Step Test schematic drawings designed, which identify high & low pressure areas
        • Ensure integrity test for all DMA is accomplished
        • Installation of Pressure Relieving Valves where required
      • Staff assigned to perform House to House activities, Walk the Line, Sounding, Flow and Pressure activities (including Bulk supply and DMA’s distribution flow and Pressure)
      • Staff assigned to perform regular Flow check on Distribution system, [Inlet/outlet of Treatment plant, Reservoirs, Bulk distribution system]
      • Staff assigned to perform night sounding activities
      • Minimum Night Flow of each District Metered Area (DMA) and proactively organising Step test and Zero pressure test
        • Robust analysis of DMA’s Minimum night Flow (MNF)and leakage rates undertaken
      • Data loggers and Master meter reading and subsequent compilation and reporting data to Team Leader Leak Detection Unit
    • DMA Meters are functional at all times
      • Timely servicing of cease or defective meters ensured
    • Data loggers are connected to all DMA meters with all hour/monthly data captured
      • Early detection of data loggers issues ensured and efficiently resolved with relevant parties
    • Full compliance of direct reports and NRW staff with legal and company policies and procedures promoted and ensured
      • Disciplinary action for non-compliance effectively led/managed, if the need arises
    • Complaints received through direct reports efficiently and correctly resolved
      • Complaints received that relate to the outcomes of other WAF units efficiently referred to the same for resolution
    • Robust timekeeping and personnel records maintained
    • Preparation and submission of performance reports daily and weekly to Team Leader Leak Detection Unit
    • Timely and relevant communication/cooperation with the Supervisor District Metered Areas delivered to ensure efficient delivery of outcomes
      • Timely assistance and technical support also provided as and when required
    • Coordinate with water operation and senior Engineer Network on the Suva/Rewa and other minor systems in the Central Eastern Region to stabilise continuity of supply
      1. Monitoring of valve operation
      2. Managing valve operation Duty team
      3. Daily monitoring of reservoir through SCADA platform
      4. Verification, Proving and re demarcation of DMA’s and networks to improve hydraulics and pressure
  2. Human capital management
    • Effective leadership and motivation of staff delivered
    • Environment to foster innovation & change provided
    • Relevant performance measures established for direct reports and performance appraisals carried out effectively within the required timeframe
      • High performers highlighted to superiors
    • Training needs  / competency gaps  and career planning of  staff appropriately assessed and addressed in partnership with Supervisor NRW and HR Staff
      • Timely and relevant training, guidance provided to staff on the use of leak detection equipment
    • Employee productivity enhanced and timely constructive feedback and coaching and to perform work according to set policies and procedures delivered
    • Disciplinary actions for direct reports appropriately discussed and managed with Supervisor NRW and the HR Department
  3. Timely, relevant and compliant reporting
    • All internal and external reporting requirements in regards to WAF's NRW function fully understood and correctly executed
      • Robust and relevant periodic reports prepared and submitted. This includes reports covering
        • Pending and resolved leakage repair in each DMA
        • Pending and resolved leaking Bulk mains, reservoir, overflowing reservoir
        • Pending and resolved on illegal connection, buried, cease, defective meters in each DMA
        • Pending and resolved pipe replacements, service[ replacement, meter replacements in each DMA
        • Progress report on the reduction of Leakage rate (%) in each DMA
        • DMA water demand and Billing consumption report
      • Superiors provided with useful information combined with data analysis and interpretation, for the purpose of decision making
        • Information/data integrity (quality and accuracy) maintained at all times
      • Ad-hoc information request by superiors addressed in a timely manner
  4. Teamwork and cooperation
    • Cooperation within the team and greater function / department encouraged
    • Cooperation across functions / departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Team Leader NRW effectively and efficiently addressed

Qualification and Experience Requirement
  • Diploma in Civil Engineering
  • At least four (5) years relevant experience or supervisory experiences in water & sewerage operations
  • Non-Revenue water certificate
  • Water Treatment certificate
Skills and Abilities
  • Ability to make sense of large amounts of information, and complex situations, getting to the heart of the problem quickly and make effective and timely decisions based on consideration of the facts and alternatives available
  • Strong problem-solving abilities/skills
  • Ability to understand and recognise water asset legends on drawings
  • Understanding and user capabilities for all related water software under Leak Detection and Pressure Management activities
  • Ability to present, interpret, discuss or write about your conclusions, inferences and results
  • High levels of verbal and written communication skills, with a good and timely report writing skills
  • Demonstrated ability to manage people effectively in a change environment
  • Advanced knowledge of Microsoft Office software
  • Ability to supervise operational activities within budget and to the satisfaction of stakeholders
  • Project management experience is an advantage
  • Training skills is an advantage
