About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Backhoe Operator is part of the Fleet Management Unit, and a backhoe operator should know how to operate a backhoe safely and efficiently. This includes opening and closing the bucket, raising, and lowering the boom, digging, lifting, and dumping dirt, concrete, and asphalt. The work requires considerable skill in manipulating the equipment and constant attention to the safety of operations to prevent accidents. This position reports to the Supervisor Fleet.

Key Accountabilities
  1. Effective and efficient backhoe operator services provided
    • Effective operation of Backhoe or similar earth-moving or construction equipment delivered and in full compliance with safety requirements as well as ability to move, and grade earth, erect structures, trenching, and excavating works
    • Safe work procedures are always followed
    • Engine/machine performance maintained at the required standard
    • Perform daily safety and maintenance checks on backhoe and other equipment, ensuring all machinery is in good working order
    • Routine cleaning and maintenance of the machine to ensure smooth operation of the machine delivered
    • Machines are greased daily
    • Regularly check tire pressure
    • Excavation efforts were successfully planned, coordinated, and executed with the ground team (Technical Officers, Supervisors, and Engineers)
    • Effective and timely communication with site personnel/ground crew is always maintained
    • Carefully manoeuvre backhoe in tight spaces and around existing structures, utilities, and other obstacles without causing damage
    • Backfill excavations, using the backhoe to move and compact soil back into place after construction or repair work is completed
    • Potential hazards or obstructions, such as utility lines, other equipment, other workers, or falling objects, holistically assessed, and addressed
    • Accidents, mishaps, and 'near misses' relating to the use of the Backhoe are immediately investigated, resolved, and reported in consultation with the relevant personnel/department/committee, etc
    • New employees appropriately trained concerning the safe and efficient operation of the Backhoe
  2. Timely, relevant, and compliant reporting
    • All internal and external (if any) reporting/documentation requirements regarding WAF's Backhoe and heavy machinery operations are fully understood and correctly executed
      • Robust and relevant periodic reports prepared and submitted as and when requested (e.g. incident & accident reports)
      • Superiors provided with useful information combined with analysis and interpretation, for decision making
      • Ad-hoc information requests by superiors addressed on time
  3. Teamwork and cooperation
    • Cooperation within the team and greater function/department encouraged
    • Cooperation across functions/departments ensured
    • Collaboration and leadership to achieve relevant organisational targets and goals
    • Other related duties assigned by the Fleet Officer effectively and efficiently addressed
    • On need basis the operator should be able to drive water cart truck, flat bed truck, 3 ton trucks, ute’s and forklift
    • Any other work assigned by your reporting line supervisor or manager

Qualification and Experience Requirement
  • Up to years 10-12 education or equivalent and three references
  • 3 – 5 years of experience in operating a Backhoe in full-time employment
Skills and Abilities
  • Able to communicate in English and write in English
  • Must have LTA Approved and Valid Licence for Classes 2 & 9
  • Classes 4 & 6 will be a bonus
  • Basic knowledge of operating the excavator, forklift, trucks and Ute’s will be a bonus
  • A manual Driving Licence is Preferred
  • Physically and mentally fit
  • Should have a basic level of English communication as well as writing
  • Able to identify any electrical, mechanical, or hydraulic operations system failure and report to the Supervisor Fleet and Team Leader Fleet
  • Proven ability to control the backhoe and buckets (Digging and Loading) to get the job done in a safe and timely manner
  • Robust knowledge of relevant safety requirements, policies, and procedures
  • Some knowledge of the mechanical background
  • Proven ability to work effectively in a Team
  • Ability to driver trucks such as water cart, flat beds and forklift
