About Our Organisation

The Water Authority of Fiji is a corporate body established under the Water Authority of Fiji Act 2007 to make provision for the effective management and administration of the Water and the wastewater systems.

We are responsible for providing access to quality drinking water and wastewater services to over 159,000 and 33,540 residential and non-residential metered customers in the urban areas of Fiji and also setting up water supply systems in rural areas.

Position Objective

The Project Management Officer will be primarily responsible to assist and govern the Project Management Office (PMO) and ensure successful project delivery which meets compliance requirements, projects goals and business objectives. The Project Management Office and its officers are to define, prioritize, monitor projects & programs and drive efforts of the Infrastructure Delivery team and other sub-units that has been established by the Manager – Delivery, Manager – Design and the Chief Infrastructure Delivery Officer as well as relevant external parties (where applicable). This position reports to the Head of Project Manager Office

Key Accountabilities
  • Establish and strengthen the PMO role and operating model
  • Set standards for project management capabilities, certifications and qualifications for Project Owner’s, success measurement criteria, methodologies, tools to be used, etc
  • Create a ‘Centre of Excellence’ to nurture project management practitioners and share knowledge of industry best practices
  • Project Management Team Leadership
    • Establish and strengthen the PMO organization structure, hiring and managing staffing requirements as required
    • Oversee and monitor the delegation of work to Consultants, Contractors, in-house staff and Subject Matter experts as required by the TL-PMO
    • Set annual performance targets for individuals and the team and conduct performance reviews
  • Project Management Office Operations
    • Projects Monitoring & Reporting
    • Summarize and report overall program status progress
    • Assist in the monitoring and management of the issues, risks, and dependencies, required to articulate mitigations, resolutions plans and drive path forward for high-level work items and work with service delivery leaders to take corrective action as needed
    • Assist in the monitoring and management of Consultants, Contractors and in-house staff and Subject Matter experts for the delivery of projects/programs on time, within the scope and on budget
    • Assist in the monitoring and management to provide strategic recommendation to enhance the success of program/projects
    • Mapping/scheduling & tracking of every delivery framework work activities, process flows • Registering every system input  and mapping the lifecycle to manage the expected outputs • Development of the organization's indicators, and ratios in order to determine the areas of concern and facilitate the decision making • Collection of primary and secondary information and processing of the information to coordinate and ensure the business results • To be responsible for monitoring of Gateway 1-6 (such as Initiation of problem statement, business case, Design, procurement, Execution. Monitoring and closing) (respectively for lifecycle mapping, time monitoring, and facilitation of the decision making
    • Monitor and assist in the developing the Annual procurement plan and monitoring of the team's output, productivity
    • Establishment and implementation of formats and process flow. • Data management • Securing the primary, and secondary information to process the same such as registering all correspondence, extracting the deliverables, and monitoring the same, • Complying the gateway process, receiving, and dispatching the instruction to manage the business unit functionality • Ensuring the appropriate transaction with support services such as HR, Finance, Procurement, Operations etc. monitoring the turnaround time commitments
    • Monitoring the deliverable of the units
Qualification and Experience Requirement
  • Certificate in Project Management
  • At least 1 -3 years’ experience in project management; particularly relating to water and wastewater infrastructure/infrastructure planning/capital investment/design projects and at least 3 years in a similar role would be an advantage
Skills and Abilities
  • Must hold the relevant qualification and possess appropriate experience in carrying out key accountabilities
  • Must have good oral and written communication skills
  • Must have the ability to handle a heavy workload, complete work accurately and according to strict deadlines
