success measurement criteria, methodologies, tools to be used, etc.<\/li>\r\n \t<li>Create a \u2018Centre of Excellence\u2019 to nurture project management practitioners and share knowledge of industry best practices.<\/li>\r\n \t<li>Develop and maintain a risk-based quality assurance framework across the full project lifecycle, from planning, design, procurement, construction, testing, commissioning, and final handover.<\/li>\r\n \t<li>Lead technical quality reviews of contractor, consultant, supplier, and subcontractor deliverables to ensure compliance with contract requirements, approved specifications, international standards, and WAF operational expectations.<\/li>\r\n \t<li>Establish quality performance indicators, trend analysis, defect tracking, and management reporting systems to support evidence-based decision-making, reduce rework, and improve project delivery outcomes.<\/li>\r\n \t<li>Oversee the review and acceptance of inspection records, test results, material approvals, calibration certificates, commissioning records, as-built documentation, and operation and maintenance manuals prior to project close-out.<\/li>\r\n \t<li>Drive continuous improvement by analysing recurring quality issues, identifying systemic gaps, recommending corrective and preventive actions, and promoting lessons learnt across infrastructure delivery projects.<\/li>\r\n \t<li>Support contract administration by providing independent quality advice on defects, non-conformances, technical submissions, practical completion, defects liability obligations, and contractor performance matters.<\/li>\r\n<\/ul>\r\n<ol>\r\n \t<li>Quality Planning and System\r\n<ul>\r\n \t<li>Develop, implement, and maintain Project Quality Management Plans (QMPs) in alignment with ISO 9001 engineering workshops to identify quality risks early and maintaining document control integrity for quality-related records.<\/li>\r\n \t<li>Conduct site inspections, audits, and surveillance of
